POLICE STATION FIRING RANGE STORAGE/MAINTENANCE ADDITION
RECOMMENDATION:
It is recommended thatthe City Council award contract to Doug Wall Construction,
Inc., in the amount of$74,490.00 for Bid Schedule A, forthe Storage/Maintenance
Addition, Palm Springs Police Department Firing Range, City Project 01-10.
SUMMARY:
Award of this contract will provide for construction of a storage/maintenance
addition to the Palm Springs Police Department firing range.
BACKGROUND:
The City Council previously budgeted for the construction of a
storage/maintenance addition to the Palm Springs Police Department firing range,
as part of the Capital Projects Police Improvement Program. This project will
increase space at the firing range needed to store and maintain additional
equipment, supplies, target materials, and ammunition used at the firing range.
The plans and specifications forthis projectwere prepared by the City's consultant,
John Trueblood. On October 9 and 13, 2001, the project was advertised for bids,
and at 2:00 P.M. on October24,2001, the Procurement and Contracts Department
received bids from the following contractors:

2. R. E. Fleming Construction, Inc.; Hesperia, CA $79,000.00
3. Diamond Construction, Inc.; Colton, CA $100,674.00
4. Commercial Diversified, Inc.; 29 Palms, CA $120,000.00
The Engineer's estimate was $98,000.00. The low bidder is Doug Wall
Construction, Inc. from Bermuda Dunes, CA. The company is a corporation and
its officers are Doug Wall, President, and Yvonne Wall, Secretary/Treasurer.
Sufficient funds are available in accounts 261-3200-52000 (Police Dept Cap
Improvmnt) and 261-3200-52019 (PD Range Equip Storage).

1. NOTICE IS HEREBY GIVEN that sealed bids for the Storage / Maintenance Addition to the
Palm Springs Police Department Firing Range will be received at the office of the Procurement
Manager at the City of Palm Springs, California, until 2:00 PM, Wednesday, October 24, 2001,
at which time they will be opened and read aloud.
2. DESCRIPTION OF THE WORK. - The Work will be accomplished under one general
construction contract and includes furnishing all construction, plant, labor, transportation,
services, supervision, materials and equipment required to complete the Project. The Project
is a one room, air-conditioned, 491 square foot, storage / maintenance addition to the south
side of the Police Department Firing Range. The new construction is to be consistent with the
existing structure and includes concrete foundations, reinforced masonry walls and a wood
framed roof structure..
3. AWARD OF CONTRACT. (a) The City reserves the right after opening bids to reject any or
all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest
responsive, responsible bidder and reject all other bids, as it may best serve the interest of the
City.
(b) As a condition of award, the successful bidder will be required to submit payment
and performance bonds and insurance.
4. BID SECURITY. Each bid shall be accompanied by a certified or cashier's check or Bid
Bond in the amount of 10 percent (10%) of the total bid price, payable to the City of Palm
Springs.
5. BIDS TO REMAIN OPEN. The Bidder shall guarantee the Total Bid Price for a period of
60 calendar days from the date of bid opening.
6. CONTRACTOR'S LICENSE CLASSIFICATION. The Contractor shall possess a valid
Class B Contractor's License at the time of submitting bids.
7. PREVAILING WAGE RATE NOT APPLICABLE. Funding for the Work is with all local funds
and, as provided under City Charter, will NOT require compliance with the prevailing wage
requirements of the State of California.

8. RETAINING FROM PAYMENTS. The Contractor may elect to receive 100 percent of
payment due under the Contract documents from time to time, without retention of any portion
of the payment by the City, by depositing securities of equivalent value with the City in
accordance ;with the provisions of Section 22300 of the Public Contract Code.
9. PRE-BID VISIT TO WORK SITE. Prospective Bidders are advised to attend a pre-bid walk-
through of the work site and existing facilities which will be conducted at 10:00 AM,
Wednesday, October 17, 2001. Attendees should meet at the Police Department Training
Center, 200 South Civic Drive, Palm Springs, CA 92262.
10. OBTAINING OR INSPECTING CONTRACT DOCUMENTS. (a) Contract Documents may
be inspected without charge at the office of the Palm Springs Engineering Department, 3200
East Tahquitz Canyon Way, Palm Springs, CA 92262.
(b) Complete sets of said Contract Documents may be purchased at $30 dollars per set
and are obtainable from the office of the Palm Springs Engineering Department, 3200 East
Tahqutiz Canyon Way, Palm Springs, CA 92262. No refund will be made of any charges for
sets of Contract Documents.
(c)An additional fee of$20 dollars will be charged for sets of documents sent by mail.
11. ADDRESS AND MARKING OF BIDS. The envelope enclosing the Bid shall be sealed
and addressed to the City of Palm Springs, and shall be delivered or mailed to the
Procurement Manager at 3200 East Tahquitz Canyon Way, Palm Springs, CA 92262. The
envelope shall be plainly marked in the upper left hand corner with the name and address of
the Bidder and shall bear the words "Bid For...." followed by the title of the Project and date
and hour of opening Bids. The certified or cashier's check or Bid Bond shall be enclosed in
the same envelope with the Bid.
