REPRINTS OF FRANK BOGERT'S BOOK PALM SPRINGS FIRST HUNDRED YEARS
RECOMMENDATION:
It is recommended that the City Council approve the reprinting for the purposes of resale to the
general public 5000 copies of PALM SPRINGS FIRST HUNDRED YEARS from Crown Printers of
San Bernardino in an amount not to exceed $86,480.
SUMMARY:
This important history of the City, written by a man who lived it, will once again be made available
to visitors, historians and others. The book has been corrected, revised, and re-set, and Crown
Printers will enhance the images so that most of the original quality will remain intact. This project
continues the Library's long tradition of preserving the written histories of Palm Springs and could
provide substantial revenue for the Trust Fund.
BACKGROUND:
In 1987, the Board of Library Trustees reprinted the 1919 book, OUR ARABY, by J. Smeaton
Chase. In 1997, THE MCCALLUM SAGA, also a local classic was reprinted. The books have sold
steadily over the years, and they have proven to be small but steady sources of income for the
Library, and, as importantly, have helped to preserve the heritage of Palm Springs.
Former Mayor Frank Bogert has now given the Library permission to reprint his 1987 book, PALM
SPRINGS FIRST HUNDRED YEARS. It has been out-of-print for a number of years, and copies
of it, at last report, were selling on eBay for up to $270. Mayor Bogert, the Historical Society, and
the Library have received numerous requests for the book,which is generally considered to be the
best published record of the history of the City to date.
Originally printed in Hong Kong, neither the original press nor the plates for the book could be
located. The book has, therefore, been redesigned and re-set. It has been corrected and revised,
with a brief chapter outlining major changes in the Valley since the original publication of 1987.The
City Librarian and Historical Society Director Sally McManus have spent many hours working with
Mayor Bogert and other local history experts correcting facts and locating landmarks within the
present-day context of Palm Springs.
A two-step procurement process was utilized to identify the printer best positioned to produce a
reprinted book of quality at a reasonable price. The inability to locate the original press and plates
for the book requires much of the artwork to be duplicated from existing copies of the book. Since
the Library has only a limited number of copies available for this project and the qualification
process required samples to be produced from existing copies, Step I of the process was used to
identify printing firms capable of and interested in reprinting the book.

Once a list of qualified and interested firms had been developed via Step I, the Step II request for
proposals was developed. Criteria used to evaluate responses included the resources available
(including staff and printing plant equipment), the quality of a sample reproduced from existing
copy,the delivery time and cost factors including per unit costs, and rates for shipping,storage and
photo retouching necessary.
Proposals were received from five printers. Each proposal was evaluated by a selection
committee composed of the City Librarian; Richard Hostrop, a publisher and President pro tem of
the Board of Library Trustees (and representing the Library Board); Bob Trogman, a graphics
designer and President of the Friends of the Library; and Clara Nelson, the graphics designer for
the book.
Based on the pricing submitted and the best estimates of the City for required retouching costs and
storage, the total costs for printing 5000 copies were as follows:
Crown Printing, San Bernardino $86,480
Quebecor World, Carlsbad, CA and Greenwich, CT $92,168
Ace Printers, Palm Springs $96,990
Gardner Lithograph, Buena Park $107,570
Apple Graphics, Div. Of Consolidated, Houston $110,650
Using the identified criteria, the evaluation committee recommends Crown Printers for award.
The price of$86,480 includes a projected forty hours of re-touch, shipping, and storage of unsold
books over a two-year period.
There will be no impact on the General Fund. Donations totaling $22,000 have been made by the
Agua Caliente Band of Cahuilla Indians Tribal Council, Jackie Lee and Jim Houston, and the
Historic Site Preservation Foundation.While other underwriters will be sought,the balance of funds
necessary for this purchase will be provided by the Library Trust Fund from account 151-43880
(Special Programs) and account 151-44080 (Koss Memorial Fund).
