HomeMy WebLinkAbout12/5/2001 - STAFF REPORTS (17) DATE: December 5, 2001 TO: City Council FROM: Assistant Director of Aviation via Interim Director of Aviation City of Palm Springs Municipal Code Ordinance Amendment RECOMMENDATION: It is recommended that the City Council approve the attached amendment to Section 11.34.110 of the Municipal Code which clarifies that Meeters and Greeters companies must pay a fee to the Airport. SUMMARY: An amendment to Section 11.34.110 of the Municipal Code to incorporate regulations for new charges for destination management/greeting service companies which conduct business activity on the Iandside of the airport is attached for City Council review. BACKGROUND: On October 17, 2001, City Council approved Resolution No. 20206 for Landside Activity Comprehensive Fee Schedule Charges. Subsequently, a conflict in the Municipal Code for meeters and greeters was discovered, whereby the existing section stated "no-fee permits"which is now being corrected in the attached proposed Ordinance amendment by leaving out "no fee." Proposed Ordinance Amendment 1404 ORDINANCE NO. AN ORDINANCE OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING SECTION 11.34.110 OF THE PALM SPRINGS MUNICIPAL CODE, REMOVING REFERENCES TO "NO-FEE PERMITS" REGARDING AIRPORT FEE REGULATIONS FOR MEETERS AND GREETERS. THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1: Section 11.34.110 of the Palm Springs Municipal Code relating to Airport Ground Access Regulations for meeters and greeters is hereby amended to read as follows: 11.34.110 Greeting Services. Any person working for a company wishing to provide greeting services in order to meet and greet arriving passengers and after receiving a greeting services fee permit from the ground transportation center, may do so under the following conditions: (1) Bus and Commercial Vehicle Drivers. Bus and commercial vehicle drivers may meet their passengers in an area designated by the director of aviation. Drivers may hold a sign not to exceed two hundred sixteen square inches in size with the customer's name or affiliation. (2) Hotel/Motel Courtesy Drivers. Hotel/motel courtesy vehicle drivers may meet their passengers in an area designated by the director of aviation. Drivers may hold ,a sign, not to exceed two hundred sixteen square inches in size, with the hotel name, customer's name or affiliation. SECTION 2: EFFECTIVE DATE. This Ordinance shall be in full force and effective thirty (30) days after passage. SECTION 3: PUBLICATION. The City Clerk is hereby ordered and directed to certify to the passage of this Ordinance, and to cause the same or a summary thereof, or a display advertisement, duly prepared according to law, to be published in accordance with law.
