RECOMMENDATION:
That City Council adopt a Resolution of Support for Proposition 40, the "Clean
Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Bond Act."
SUMMARY:
Proposition 40 proposes a $2.6 billion bond measure for parks, coastal and
recreation projects.The California Parks and Recreation Society is strongly urging
cities to adopt a resolution supporting this proposition,which is slated to be on the
March 5, 2002 statewide ballot.
BACKGROUND:
A number of recognized organizations throughout the State of California are
supporting Proposition 40, which is slated to be on the March 5, 2002 statewide
ballot. The California Parks and Recreation Society is strongly urging cities to
adopt a resolution supporting this proposition. Proposition 40 proposes a $2.6
billion bond measure for parks, coastal and recreation projects. It includes
approximately$1 billion in potential funding to local governments for a wide range
of per capita and competitive parks and recreation program grants. Of special
interest to cities are the per capita grant opportunities included in Proposition 40,
as well as the competitive grant opportunities. Under the per capita grant portion
of Proposition 40,the City of Palm Springs would receive in excess of$220,000 for
funding park, recreation and land protection projects. In addition, Proposition 40
includes a wide range of competitive grant fund opportunities for cities because
funds are allocated for programs benefitting museums,zoos, urbanized trails, and
other local programs.
At its November 21 meeting,the Parks and Recreation Commission unanimously
(8/0) voted to recommend that City Council adopt a resolution in support of
Proposition 40.

OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, ADOPTING A RESOLUTION OF SUPPORT FOR
PROPOSITION 40, THE "CLEAN WATER, CLEAN AIR, SAFE
NEIGHBORHOOD PARKS,AND COASTAL PROTECTION BOND
ACT."
WHEREAS California's state, regional, and local parks serve as recreational, social, and
cultural centers for California's communities, providing important venues for youth
enrichment and safety; community identity; protection of natural, cultural and historic sites,
parkland and open space; and tourism; and
WHEREAS, in order to maintain a high quality of life for California's growing population, a
continuing investment in parks, recreation facilities,and the protection of the state's natural,
cultural and historic resources is needed; and
WHEREAS each generation of Californians has an obligation to be goad stewards of these
natural and community resources to pass them on to their children.; and
WHEREAS California's citizens and visitors have increased their visits to state and local
parks for healing and strength, sense of community, freedom and peace during these
turbulent times; and
WHEREAS California is known for its incredible natural resources of open space, parks,
mountains, rivers, coastline, and forests that positively impact the state and local economy;
and
WHEREAS California is largely an urban state where it is projected the state's population
will continue to grow by 18 million by 2020, thereby placing more pressure on existing
parkland and facilities; and
WHEREAS Proposition 40 will benefitevery neighborhood of California by giving emphasis
to neighborhood parks, creating opportunities for environmental education and outdoor
recreation for youth, planing trees in urban areas, restoring rivers and streams in our cities,
protecting open space, and youth jobs via the conservation corps programs; and
WHEREAS Proposition 40, the Clean Water, Clean Air, Safe Neighborhood Parks, and
Coastal Protection Bond Act of 2002 provides $2.6 billion for state and localpark projects
to preserve California's natural heritage and to allow urban areas to expand much needed
recreation facilities that serve children, youth, seniors and families,

NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs that
the City of Palm Springs supports the passage of Proposition 40, the Clean Water, Clean
Air, Safe Neighborhood Parks, and Coastal Protection Bond Act of 2002 and encourages
California voters to approve this bond act on March 5, 2002.
