PROGRAM
RECOMMENDATION:
That the City Council accept a proposal from the American Association of Airport
Executives (AAAE) to provide and conduct an on-site training seminar "Aviation
Security for Law Enforcement Officers (832.1) School"for both Palm Springs Police
Department (PSPD) and Department of Aviation personnel in an amount not-to-
exceed $30,000.
SUMMARY:
The Federal Aviation Administration (FAA) requires Law Enforcement Officers (LEO)
assigned to the Palm Springs International Airport to have successfully completed an
FAA approved course in aviation security. This course, which is based on the State
of California Penal Code 832.1, meets those requirements.
BACKGROUND:
Historically, LEO's assigned to the Airport have been able to receive this training by
attending courses at Los Angeles, Ontario, Burbank or other airports within Southern
California. However, with the additional requirements due to September 111h, these
airports are not offering this training to outside agencies.
The American Association of Airport Executives(AAAE),a not-for-profit organization,
is the largest professional organization for airport executives in the world,
representing thousands of airport management personnel at public-use airports.
AAAE's primary goal is to assist airport executives in fulfilling their responsibilities to
the airports and communities they serve.
AAAE has in-depth knowledge of Federal Aviation Regulations (FAR) Part 107, Part
108, and Part 139, as well as other regulations and Advisory Circulars that affect
airport management. Through AAAE's partnership efforts with the Federal Aviation
Administration (FAA), AAAE is aware of the latest developments in federal aviation
regulations.
AAAE has been able to obtain the necessary Peace Officer Standards & Training
(POST) certified instructors to provide this course in Palm Springs, which will enable
a greater number of LEO's and Airport staff to attend the course. This course will
cover all aspects of aviation security, including a comprehensive look at all the federal
regulations (of an operational nature) that govern aviation security.
The 832.1 "Aviation Security for Law Enforcement Officers" course is POST-certified
and runs for 5 days (40 hours total). The course ends with an examination and
evaluation. Upon successful completion of this course, LEOs assigned to the Airport
will be certified by the FAA to serve as Law Enforcement Officers at Palm Springs
International Airport.

The course will be held over five days, beginning March 4, 2002 and will be
customized to reflect the operating environment of Palm Springs. The Police
Department has committed to send 25 officers to this class, while the Department of
Aviation will be sending a maximum of 10 individuals.
The cost for this training is a maximum of $30,000, which includes instructor
transportation and lodging, as well as associated course fees (handout materials,
presentations,etc)..The Airport and Police Department will provide the meeting room
and audio visual equipment.
The Airport Commission will consider this item at it's meeting of February 61h, 2002.
Funds are available in Account No 415-60-6200-42200, Special Supplies FAA/EA
107. Staff is continuing to explore the potential for reimbursement from the Federal
Aviation Administration (FAA) for this cost.

tives throughout the world and are used as benchrarks to prarote and appoint senior airport man-

airport employees each year theuigh international., national, regional and ran-site-n=kslxps and

desktops. AAAE is the only provider of such satellite-based training for airports in the world.

AAAE draws from its pool of experts throughout North Airerica that have diverse backgrounds and
experience. The base of AAAE s experts inc]Lries, bat is riot limited to, college and university pxcfes-
sors, active airport mmanage Ent p:ssortnel, and aviation consultants. The instructors that AAAE

AAAE's instructors provide an action plan with specific learning objectives for each course. Each

The 832.1 "Aviation Security for Law Enforcamnt Officers" course is=-certified and runs for 5
days (40 ho=s total) from approximately 8:00 a.m. until 5:00 p.m. Monday through Friday. The
course is taught by ndtiple Rio Hondo CkaarL=ty College staff and guest lecturers who are P=-
certified to teach the mucse. In ad3htion to covering various Federal Aviation Regulatian related to
airport purity, this course may also cover the follown-g topics: 0m-ent T.aaats to civil Aviation,
Security Systems, Legal Aspects of Aviation Security, Passenger Screening, Suspicious Bags, Badb
Threats, Aviation Explosives and Hazardous Devices, FAA K-9 Program, Aviation Security Contin-
gency Plan and Disaster Planning. The course ends with an examination and evaluation. Please
