ACQUISITION OF ELECTRONIC FINGERPRINT MACHINE
RECOMMENDATION:
That the City Council authorize the purchase of an electronic fingerprint machine from
Visionics Corporation in the amount of $62,554.90 via participation in State of
California Multiple Award Schedule (CMAS) No. 3-99-75-0004A.
SUMMARY:
In December of 2001, the Federal Aviation Administration (FAA) mandated that
individuals with secured area access to commercial service airports, including Palm
Springs, successfully undergo a Criminal History Records Check (CHRC), which is
completed by a fingerprint submission to the FAA. The acquisition of this equipment
will allow Airport staff to complete this process and maintain compliance with the
requirements.
BACKGROUND:
As a result of the September 11`h attacks,the FAA has mandated that individuals with
secured area access to commercial service airports, including Palm Springs,
successfully complete the aforementioned CHRC. Due to the large number of
individuals throughout the United States that are required to undergo this process,the
FAA is encouraging the use of electronic fingerprint machines, rather than manual
fingerprint cards. Use of these machines will reduce the time required for verification
of the information from 2-4 weeks to 2-4 days.
Airport and Procurement & Contracting staff have received a price quotation based
on California Multiple Award Schedule pricing for the required equipment and
installation services. Visionics manufactures electronic fingerprint equipment that has
been approved by both the FAA and the Federal Bureau of Investigation (FBI).
The Director of Procurement& Contracting, pursuant to the requirements of Section
3.12.270.6 of the Municipal Code,finds that utilization of the Visionics CMAS contract
for such equipment is adequate to protect the public interest, and the total cost is
likely to be less through the proposed purchase than could be obtained through an
independent competitive process conducted by the City.
Theequipment to be purchased consists of the following:

Slap to Roll Matching Software (for quality control of fingerprints prior to $2,975.00
submission)
Database Workstation (for management of data entry) $13,000.00
NIST File Transfer Software (for transmission of fingerprints) $2,500.00
Installation &Training $2,000.00

The database workstation will allow staff to better manage the process, thereby
reducing the workload impact. The proposal also includes one (1) year of
maintenance service, which is recommend due to the critical nature of the system.
The Airport Commission will consider this item at it's meeting of February 61h' 2002.
A Minute Order is attached for City Council consideration.
Funds are available in Account No 415-60-6600-56029, Ramp 26. This item will be
reimbursable via a grant from the Federal Aviation Administration (FAA).

I HEREBY CERTIFY that this Minute Order authorizing the
purchase of an electronic fingerprint machine from Visionics
Corporation in the amount of$62,554.90 via participation in State of
California Multiple Award Schedule (CMAS) No. 3-99-75-0004A,
was adopted by the City Council of the City of Palm Springs,
California in a meeting thereof held on the 6`h day of February,
2002.
