COMPREHENSIVE FEE SCHEDULE AMENDMENT - AIRPORT VEHICLE IDENTIFICATION
PROGRAM
RECOMMENDATION:
That the City Council amend the comprehensive fee schedule for the Department of Aviation
to reflect costs related to the issuance of Airport vehicle identification permits at the Palm
Springs International Airport.
SUMMARY:
The Federal Aviation Administration (FAA) requires commercial service airports, including
Palm Springs, to develop procedures for identifying vehicles which access restricted areas of
the airport. These fees will allow the Airport to cover costs associated with meeting these
requirements.
BACKGROUND:
In accordance with the Federal Aviation Administration (FAA) approved Airport Security
Program (ASP) and the Airport Certification Manual (ACM), the City of Palm Springs,
Department of Aviation (AIRPORT) is required to control access to the restricted and/or
secured areas of the Airport. Part of the requirements for meeting these regulations is the
identification of all vehicles that operate inside the perimeter fence of the Airport.
The existing vehicle permit program has not been revised in several years, and in conjunction
with the events of September 11`h, staff needed to update the program. In updating the
program, staff used the following guidelines:
1. Develop a program which does not impose undue burdens on the users.
2. Meet the regulations as stated in FAR Part 107 and Part 139.
3. To establish guidelines and produce for the issuance of Air Operations Area (AOA)
vehicle permits to all vehicles that have a need to operate on the AOA while conducting
company business at Palm Springs International Airport (PSP).
There is no existing fee for the permanent or temporary AOA permits. The existing permanent
AOA permits are part of the annual purchase by Ground Transportation, so a specific cost is
difficult to determine.
Staff is recommending the following updates to the Comprehensive Fee Schedule for the
issuance of vehicle permits:

PERMIT FEES COMMENTS
Permanent $25 00' Permits are valid for 1 calendar year. Should the permit be
damaged or require replacement, a new permit, with the
applicable fees will be issued.
Temporary $15.00 Permits are valid based on the work requirements. The fee
includes 2 updates at no cost Additional changes will require the
purchase of a permanent permit.
Escort Required $30.00 The fee, per permit is not collected unless the tenant cannot
account for all permits assigned to them. Each tenant is subject
to, at a minimum, to an annual audit.
`Official United States Government vehicles who have a need to access the restricted and/or secured
areas are exempt from the fee and shall adhere to all requirements of the ASP and/or ACM.
"Each company/individual, including City T-hangar tenants, who are required to obtain the
aforementioned permit shall receive two (2) permits at no cost Additional permits are available for
purchase in accordance with the proposed fees
The Airport Commission recommended City Council approval of this item at it's meeting of
January 2, 2002.

OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, AMENDING RESOLUTION 19757, TO AMEND THE
COMPREHENSIVE FEE SCHEDULE TO ESTABLISH A FEE TO
REFLECT COSTS RELATED TO THE ISSUANCE OF AIRPORT
VEHICLE IDENTIFICATION PERMITS AT THE PALM SPRINGS
INTERNATIONAL AIRPORT.
WHEREAS on March 1, 2000, the City Council adopted Resolution 19757; and
WHEREAS Resolution 19757 is the City's Comprehensive Fee Schedule; and
WHEREAS the City Council desires to amend the Comprehensive Fee Schedule to
establish a fee to reflect costs related to the issuance of Airport vehicle identification
permits at the Palm Springs International Airport.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs,
that Resolution 19757, as amended, establishing the Comprehensive Fee Schedule, is
hereby further amended, by the following:
