HomeMy WebLinkAbout2/6/2002 - STAFF REPORTS (23) DATE: February 6, 2002 TO: City Council FROM: Director, Department of Parks, Recreation and Facilities EASTER BOWL RECOMMENDATION: That City Council waive court rental fees at the Palm Springs Tennis Center in an amount not to exceed$3,600 forthe 35"Easter Bowl USTA Junior National Tennis Tournament and approve City sponsorship of that event in future years. SUMMARY: Each year, event production staff of the Easter Bowl USTA Junior National Tennis Tournament has sought the use of the Palm Springs Tennis Center's nine courts for that event. This is primarily because there are not enough adequate courts in any one location in Palm Springs to support the number of matches being played during the event. The promoter of the Easter Bowl, Seena Hamilton&Associates, Inc., has again requested use of the tennis center for roughly five full days during the eight-day Easter Bowl tournament from April 4 through April 12, 2002. As this is a nationally-recognized event, drawing thousands of guests to the City of Palm Springs,the Parks and Recreation Commission is recommending that City Council support this request, both now and in future years, at no cost to the promoter. The amount of waived fees is estimated to be $3,600, based upon the $10-per-hour rental rate of the nine courts for eight hours per day over the five-day period. The commission further recommends that the City of Palm Springs be listed in promotional materials as a sponsor of the Easter Bowl in exchange for this level of support. BACKGROUND: The Palm Springs community is fortunate to host the upcoming 351h Easter Bowl USTA Junior National Tennis Tournament from April 4 through April 12. This tournament features over 768 of the nation's top tennis stars, both boys and girls, competing in the 14, 16 and 18 year age groups.This event has come to be known as the "US Open of Junior Tennis" throughout the United States. During the course of this eight-day tournament, all 768 players will be accompanied by coaches, parents and other family members, bringing thousands of out-of-town guests to Palm Springs. Many of these participants stay in one of over 20 participating hotels, such as the Palm Springs Travelodge, Hampton Inn, Super 8 Lodge, Racquet Club of Palm Springs, and Ocotillo Lodge, all located in our city. Participants also shop in local businesses and eat in the many fine restaurants located in Palm Springs. Additionally, all venues, including the proposed tennis center, are free and open to the public for viewing. �21)4 The benefits to the City of Palm Springs are numerous in hosting the Easter Bowl tournament. Not only is the city recognized nationally as the tournament's primary venue, but both business and tax-related revenues are strengthened through the attendance of thousands of the competition's participants and spectators.As this event has grown into such an outstanding and popular tournament, which showcases the talents of many fine young athletes, it is recommended by staff that rental fees be again waived for use of The Palm Springs Tennis Center. The maximum amount of unrealized revenue to the City would be$3,600(9 courts x $10/hour x 8 hours/day x 5 days). At its January 15 meeting, the Parks and Recreation Commission voted unanimously (5/0)to recommend that City Council support this request, both now and in future years, at no cost to the promoter. The commission further recommended that the City of Palm Springs be listed in promotional materials as a sponsor of the Easter Bowl in exchange for this level of support.
