HomeMy WebLinkAbout2/6/2002 - STAFF REPORTS (24) DATE: February 6, 2002 TO: City Council FROM: Assistant City Manager CITY PARKING LOTS -TWO-HOUR PARKING RECOMMENDATION: It is recommended that City Council review the proposed two-hour parking limits implementation plan and establish two-hour parking in the City's downtown parking lots. SUMMARY: This action would result in two-hour parking limits being reestablished in City-owned downtown parking lots. BACKGROUND: There are approximately 2800 off-street parking spaces in the downtown area and, of those,the City operates 460 spaces in six lots. The Desert Fashion Plaza owner, due to vandalism problems, has established pay parking in the parking garage at that facility. That facility owner is also offering an employee monthly parking pass for$40 for any downtown employee. This loss of previously available free parking has now changed the dynamics in the downtown. The City lots,which are really designed to provide close-in patron parking, are being parked full even before businesses open in the morning. This is a sure sign that employees are taking the parking meant for patrons. The attached Resolution would establish two-hour parking limits from 8:00 a.m. to 7:00 p.m. daily in the City lots. Previous attempts to establish similar controls did not work as an available supply of employee parking was not readily available. In this instance, there are the options of the $40 monthly Desert Fashion Plaza or the $30 annual permit to park on Belardo and Indian in special zones for employees. In tact, it is such a ridiculous idea, L"hat it is difficult to believa that such a proposal is being seriously considered. Recently, my family was visiting from out-of-slate. I took them downtown to show them around the village- the charming Lawn that I love so much and am proud to be a resident. After a mere two hours and L-wenL-y minutes, we returned to the car to find a metermaid issuing me a ticket. We were parked in a two hour zone on Palm Canyon. I protested, saying that I am a resident of Palm Springs and felt that this was an inadequate amount of time to be strolling the village. My protests fell on deaf ears. My concern is, that this is a very unrealistic, brief amount of time to enjoy the ambiance and charm of our village, especially for those who wish to enjoy the Follies and an evening of entertainment. T should think that a four hour limit, and even some designated areas for a six hour parking limit, would be much more realisL-ic. I fear that such an unrealistic limit on parking will continue to drive businesses and shoppers out of Palm Springs to other cities in the Coachella Valley. You four people hold in your hands the future and preservation of this internationally known cam- Palm Springs. Please consider your decision very carefully. Thank you. Also,he objects to the$5 parking fee at the Desert Fashion Plaza and suggests a shuttle or abandonment of the $17 penalty Joyce Dobbins, owner of T-Shirt City, 140 No. Palm Canyon Dr-, 325-2768, wants to protest the 2-hr parking, and suggests that it be at least 3 hours to accommodate those who want to have lunch and then shop downtown. June Boyer,owner of Frenchie's, 136 No. Palm Canyon Drive,for 47 years,325-5686,feels that 2 hours is not enough fora woman to shop! She is adamantly opposed to the 2-hr limit, as well as the $5 fee at Desert Fashion Plaza. Ferdinand Rose, .322-1522, said he owns several downtown properties. He has polled his tenants and they all feel that 3-hr parking is the minimum that would serve their customers, and he agrees. Thanks! WHEREAS the City owns and operates six parking lots in the downtown area which provide 460 parking spaces; and WHEREAS the City's intended use of those parking spaces is for patrons of downtown businesses; and WHEREAS the downtown has become such a successful business district that available patron parking is difficult to find; and WHEREAS previously available free parking at the Desert Fashion Plaza is now pay parking which has changed the parking dynamics in the downtown; and WHEREAS employees are now utilizing the City parking lots and severely reducing available patron parking; and WHEREAS City Council is desirous of once again ensuring that patron parking is available, NOW THEREFORE BE IT RESOLVED that a three (3) hour parking limit from 9:00 a.m. to 7:00 p.m.daily is hereby established forthe City-awned downtown parking lots, better known as the Blue Coyote, Lobster Company, Las Casuelas, Vineyard, Plaza Mercado and Henry Frank Arcade lots.
