HomeMy WebLinkAbout2/6/2002 - STAFF REPORTS (25) Date: February 6, 2002 To: City Council From: Director of Human Resources SUBJECT: ADOPTION OF A RESOLUTION ALLOWING CITY COUNCIL MEMBERS WHO FAIL TO SERVE THE MINIMUM PERIOD OF TIME NECESSARY TO RECEIVE CITY PROVIDED HEALTH COVERAGE WITH THE ABILITY TO PURCHASE GROUP HEALTH INSURANCE THROUGH PERS HEALTH PLANS FROM THE CITY AT NO COST TO THE CITY RECOMMENDATION: It is recommended that City Council adopt the attached Resolution, which provides the action necessary to allow City Council members (as members of the Special District) who fail to serve the minimum period of time necessary to receive City provided health coverage with the ability to purchase group health insurance through PERS Health Plans from the City at no cost to the City. SUMMARY: There is no additional expense to the General Fund regarding this Resolution which merely establishes the eligibility for any City Council Member that fails to serve the minimum period of time necessary to receive City provided health insurance upon retirement with the option of purchasing coverage through the City's group health plans through PERS. BACKGROUND: City Council adopted Resolution 18297 on February 9, 1994, which allowed City Council members as a Special District to participate in the Public Employees' Medical Plans. For purposes of health care only, PERS allows the Agency to determine eligibility requirements for members of the Special District. As a result, this action is to clarify current and future eligibility requirements for City Council members as members of the Special District. SUSAN E. WHEREAS Resolution 18297 established that the City of Palm Springs, as a statutorily defined Special District, elected to be subject to the Public Employees' Medical and Hospital Care Act (the "Act") whereby members of the City Council could be covered for group health coverage under the PERS Health Plans; and WHEREAS Resolution 18297 assured continued medical and hospital insurance coverage for Council Members consistent with the City's long standing practices, enabling PERS to correct a technical error in it's processing of Council Member enrollment, and did not provide Council Members with any other or new retirement or other benefits offered through the Public Employees' Retirement System; and WHEREAS The City of Palm Springs, can establish eligibility requirements for members of the City Council, as Special District employees; and NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Palm Springs, California, that City Council members who fail to serve the minimum period of time necessary to receive City provided health insurance with the ability to purchase group health insurance through PERS Health Plans from the City at no additional cost to the City.
