HomeMy WebLinkAbout2/20/2002 - STAFF REPORTS (7) DATE: February 20, 2002 TO: City Council FROM: Director of Public Works/City Engineer RACQUET CLUB ROAD PEDESTRIAN BEACONS RECOMMENDATION: It is recommended that the City Council award contract to Sierra Pacific Electrical Contracting, in the amount of $31,200.00, for the Racquet Club Road Pedestrian Beacons, City Project 00-24. SUMMARY: Award of this contract will provide forthe installation of an overhead flashing yellow pedestrian beacon system fora school crosswalk atthe Racquet Club Road and Via Miraleste intersection. BACKGROUND: In September 1999, staff submitted to Caltrans an application for the 2001/2002 Year Hazard Elimination Safety(HES)Program. The application requested$24,500 in grant funds to install overhead flashing beacons at an unprotected school crosswalk at the Racquet Club Road and Via Miraleste intersection. This intersection receives a large volume of pedestrian traffic, as children walk to Vista Del Monte Elementary School, as well as Victoria Park. In November 2000, Caltrans notified staff that the grant application had been approved, and awarded the requested $24,500 in grant funds. Subsequently, staff prepared plans and specifications for this project, and forwarded the necessary documents to Caltrans to receive authorization to advertise and award the project. That authorization was received on December 21, 2001. On January 4 and 11, 2002, the project was advertised for bids, and at 2:00 P.M. on January 29, 2002, the Department of Procurement and Contracting received bids from the following contractors: Contractor Bid Amount 1. Sierra Pacific Electrical Contracting; Riverside, CA $31,200.00 2. Steiny and Company, Inc.; Corona, CA $33,781.00 3. TDS Engineering; Westlake Village, CA $42,467.00 4. The low bidder is Sierra Pacific Electrical Contracting, from Riverside, California. The company is a corporation and its officers are: Barry W. Loop, President;Gilbert H. Loop,Vice President;Jim Bentson, Secretary; and Judith K. Loop, Asst. Secretary. The HES Grant will provide up to$24,500 in funds to cover costs associated with the design and construction of this project. A local match is required to fund the remainder of the construction costs ($6,700), as well as the inspection and administration costs for the HES Program ($9,000). Sufficient funds are available in the federal grant reimbursable account 261-4491-50199 (HES Grant Racquet Club), and in account 133-4298-50145 (Upgrade Pedestrian Sgnls). JA=- DAVID J.
