HomeMy WebLinkAbout2/20/2002 - STAFF REPORTS DATE: February 20, 2002 TO: City Council FROM: Director of Public Works/City Engineer TRAMVIEW ROAD STREET AND SEWER IMPROVEMENT PROJECT RECOMMENDATION: It is recommended that the City Council approve and adopt the plans, specifications and working details, and authorize advertisement for construction bids for the Tramview Road Street and Sewer Improvement Project, City Project 01-19. SUMMARY: Council recently adopted and enacted a new procurement ordinance, Title 7, "Procurement and Contracting," within the Palm Springs Municipal Code. Section 7.03.040 of this ordinance requires that Council approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of $100,000. Approval of this project will allow staff to proceed with this public project, with an estimated cost in excess of$100,000. BACKGROUND: On April 4, 2001, Council approved the 2001/2002 CDBG budget, including within the Program the Tramview Road Street and Sewer Improvement Project, as submitted by the Engineering Department. Tramview Road from Indian Canyon Drive to Granada Avenue has been affected by the adjacent row of Tamarisk trees for the past 30 years. Over this period of time, tree roots have broken up the street and have caused damage to the underlying sewer system. The proposed improvements will accomplish the removal and replacement of the defective sewer main and reconstruct the street. Measures will be taken, and improvements made to avoid and prevent damage caused by the Tamarisk tree roots, including installation of a new irrigation system and use of root control fabric. Additionally, a new curb ramp and sidewalk is proposed to access the existing parking lot to the east side of the Desert Highland Community Center. These improvements have been detailed in plans and specifications prepared by staff. The Engineer's estimate, including construction inspection costs for this project is $568,000. As part of the Council's consideration and approval of the Tramview project as part of the 2001/2002 CDBG Program, it was discussed that the appropriated CDBG funds would be used to fund the necessary street repairs, while the associated sewer replacement and reconstruction costs would be funded from Wastewater Treatment Plant reserves. After the project is bid and exact construction costs are known, it will be necessary to approve a budget amendment to transfer funds from Wastewater Treatment Plant reserves into a capital project account for this project. This amount is estimated to be $309,000 at this time, but the exact amount will not be known until bids are opened. Staff will bring a budget amendment to Council for its approval at the time of contract award. � �R i Tramview Road Street and Sewer Improvement Project February 20, 2002 Page 2 Following the new procurement procedures adopted by Council, Section 7.03.040 requires that for public projects in excess of$100,000 Council approve and adopt the plans, specifications and working details, and authorize staff to advertise for construction bids. This is the first opportunity for Council to implement this new policy, and staff has provided full sets of plans and specifications for Council's review with its meeting materials. With this first opportunity, staff is open to Council's suggestions regarding the dissemination of information necessary to obtain Council's approval of plans and specifications for public projects. Timing regarding this CDBG project requires that the project be advertised to allow for award of a construction contract by the Council at its April 3, 2002, meeting. This will allow the City to demonstrate that CDBG funds for the 2001/2002 year are encumbered, and is especially significant as this project represents approximately 35% of the total CDBG entitlement. Following Council's approval of the plans and specifications, and authorization to advertise for construction bids, staff will schedule bid advertisements with a bid opening of March 19, 2002. l/' DAVID J.
