HomeMy WebLinkAbout2/20/2002 - STAFF REPORTS (17) DATE: February 20, 2002 i TO: City Council FROM: City Manager ORGANIZATIONAL CHANGE - ECONOMIC DEVELOPMENT/REDEVELOPMENT/CITY MANAGER DEPARTMENT RECOMMENDATION: It is recommended that City Council approve an organizational change to bolster Economic Development and Redevelopment by combing the two into a new Department of Economic and Community Development and reorganize the City Manager's Department. SUMMARY: This proposed action would combine the departments of Economic Development and Redevelopment into a new DepartmentofCommunity&Economic Development,add newtechnical assistance for the department, reduce Assistant City Manager positions from two to one, and bolster Airport Administration to deal with post "9/11" impacts. BACKGROUND: For several years, the City has operated a split function in the areas of Economic Development and Redevelopment and City Council has questioned focus and effectiveness of such an organizational structure. With the recent resignation of the Director of Economic Development, City management has been afforded the opportunity to consider a reorganization. What is recommended is that the two Director positions be combined into a single reclassified position of Director of Community & Economic Development; that a new Redevelopment Administrator position be added to provide technical assistance for the Director; that the Business Retention & Expansion Program Administrator be reclassified to Economic Development Administrator to handle additional marketing and outreach work, previously handled by Director of Economic Development, and that the CDBG/Housing Coordinator be reclassified to Community Development Administrator to handle more of the housing functions currently handled by Director of Redevelopment. The recent retirement of the Assistant City Manager-Administration, the need for bolstering Airport administration to effectively deal with post"9/11" impacts, and the need to look to the future to ensure the effective functioning of the City Manager's office, a reorganization is recommended there also. The result of the City Manager department reorganization would be to eliminate the Assistant City Manager - Administration and add a new Assistant City Manager position at a reduced salary level and to change the title of the Assistant City Manager - Special Projects to Executive Director-Airports with no salary change and assign the incumbent 100% to the Airport to help deal with the growing post "9/11" impacts. February 20, 2002 Page Two The institutional memory with the incumbent Assistant City Manager-Special Projects will still be available for the City Manager to draw upon during the 2 112 years before the probable retirement of that incumbent and yet a new Assistant will be brought into the City Manager's office to build for the future. Some of the savings will be recommended to be utilized to fund some Economic Development Corporation costs for specific tasks they perform for the new Department of Community&Economic Development and for costs of utilizing realtors with specific land transactions. Because of the cash outs related to the retirement and resignation discussed above, there will be no savings this fiscal year.
