RESCIND SECURITY ACCESS CONTROL SYSTEM (SACS) AMENDMENT#1 TO
AGREEMENT NO. 4229 WITH MOSLER, INC.
RECOMMENDATION:
That the City Council rescind Amendment#1 to Agreement No. 4229 with Mosier, Inc.
for airport access control maintenance for fiscal year 2001/2002 in the amount of
$75,962.
SUMMARY:
The Airport's Security Access Control System (SACS) is required by the Federal
Aviation Administration (FAA) under F.A.R. Part 107 regulations. Staff previously
negotiated for maintenance services with Mosier, Inc. prior to the company's decision
to file for bankruptcy. Mosier, Inc. cannot meet the requirements stipulated in
Amendment #1 to Agreement No. 4229, and therefore staff is requesting that City
Council rescind this amendment.
BACKGROUND:
On July 5, 2001, City Council approved Amendment#1 to Agreement No. 4229 with
Mosier, Inc. for airport access control maintenance in the amount of $75,962. On
Friday, August 2, 2001 Mosier, Inc., announced that because of its massive debt
burden it would be forced to stop operations, liquidate assets and file for federal
bankruptcy. Staff is requesting that the above amendment be rescinded in view of
Mosier's financial troubles and its decision to cease its operation.

I HEREBY CERTIFY that this Minute Order rescinding Amendment #1 to
Agreement No. 4229 for airport access control maintenance with Mosler, Inc.
in the amount of$75,962 for fiscal year 2001/2002,was adopted by City Council
of the City of Palm Springs, California in a meeting thereof held on the 6th day
of March, 2002.
