BRIDGE REPAIRS PROJECT
RECOMMENDATION:
It is recommended that the City Council approve and adopt the plans, specifications
and working details,and authorize advertisement for construction bids forthe Bridge
Repairs, City Project 97-20.
SUMMARY:
Section 7.03.040 of the Procurement and Contracting Code requires that Council
approve and adopt plans, specifications and working details, and authorize the bid
request for all public projects in excess of $100,000. Approval of this project will
allow staff to proceed with this public project, with an estimated cost in excess of
$100.000.
BACKGROUND:
The City of Palm Springs receives bridge inspection reports from Caltrans, who
provides bi-annual inspections and recommendations for repair of all local bridges
within the state. The latest inspection reports of the Ramon Road bridge and
Sunrise Way bridge indicate that the expansion joints have failed and require
replacement. With this direction from Caltrans, staff obtained the professional civil
engineering services of Parsons Brinkerhoff to prepare the plans and specifications
for this project.
Last summer staff advertised this project for construction bids, and on August 1,
2001, Council awarded contract to Commercial Diversified, Inc. That award,
however, was limited to repairs to the Sunrise Way bridge, as the contractor's bid
for Ramon Road exceeded the estimate approved by Cathedral City,with whom we
share maintenance responsibilities for the bridge. Subsequent to receiving
Cathedral City's approval,staff attemptedto coordinate with the contractorto include
the Ramon Road bridge repair work to the contract, as had initially been planned
and bid. Despite receiving direction by the City to perform the Ramon Road bridge
repair work, the contractor refused, giving staff cause to recommend termination of
their contract. That contract was terminated by the Council at its October 17, 2001,
meeting, clearing the way for staff to re-advertise for construction bids this year.
Section 7.03.040 of the newly enacted Procurement and Contracting Code requires
that for public projects in excess of$100,000 Council approve and adopt the plans,
specifications and working details, and authorize staff to advertise for construction
bids. As this project previously received two bids in the amounts of$117,000.20 and
$132,048.00,this action is being brought before Council to be in compliance with the
new Code.

Following Council's approval of the plans and specifications, and authorization to
advertise for construction bids, staff will schedule bid advertisements with a bid
opening date of April 2, 2002.
