HomeMy WebLinkAbout3/20/2002 - STAFF REPORTS (5) DATE: March 20, 2002 TO: City Council FROM: Director of Procurement and Contracting and Director of Parks, Recreation & Facilities APPROVE PURCHASE OF PREFABRICATED RESTROOM STRUCTURE RECOMMENDATION: That City Council approve purchase of a custom designed prefabricated restroom structure to be installed at Demuth Park from Restroom Facilities Corporation of Reno, Nevada at a cost of $174,689.00, including tax, delivery and site placement. SUMMARY: Additional restroom facilities are required at Demuth Park. Suppliers of prefabricated restrooms have developed expertise in designing and producing these facilities at lower costs than custom designed structures. Restroom Facilities Corporation has over 25 years experience in this field and is able to provide a structure meeting the City's requirements both functionally and aesthetically. Site work, utility connections and external (building tile will be provided by a local general contractor through a bid process. BACKGROUND The Demuth Restroom Project, which is funded by Measure "Y" tax allocations, was originally conceived as a remodeling and expansion project for the existing structure located near the center of the park and termed the ALSO building.After investigating this concept,the architect determined that remodeling the existing facility was not cost effective due to the structural modifications that would be required to expand the building as desired. Therefore, the focus of attention was shifted to investigating the installation of a new stand-alone structure to supplement the needs of the park and then, at a later date, pursue the interior remodel of the existing ALSO restrooms to meet current use codes. During the process, the cost of constructing a standard frame structure was compared to that of installing a pre-fabricated building. Given the options of both structures, the Parks and Recreation Commission recommended that City Council approve the pre-fabricated building for installation at Demuth Park. This was done, in concept, so that a standard structure could be decided upon and then that same or similar design could be transferred to other park sites. It was thought that this process would ultimately speed the installation of all three replacement projects being considered and develop uniformity of facilities within the entire parks system. After several meetings and lengthy design reviews, Restroom Facilities Corporation was felt to be superior to its competitors in the marketplace due to its experience, design concepts, building components, and its reputation with other municipalities. The architect was then instructed in May 2001 to proceed in this manner. In July, 2001, preliminary designs were presented to the Parks and Recreation Commission, the designs were endorsed by the Commission and the a- recommendation was made that the architect proceed. On November 21, 2001, the final plan drawings were presented to the Parks and Recreation Commission and were unanimously approved. The City's Architectural Design Review committee(ADC)reviewed and commented on the concept plans at their October 22 session. The plans incorporated the changes from ADC and were then offered for review and comment to the Planning Commission at its November 28 meeting. The Planning Commission endorsed the plans with only minor revisions being requested. Upon completion of these revisions, the architect was then instructed to complete the plans and specifications for the City and prepare the project for bid. The completion of this design review process was developed through multiple channels and eventually arrived at the procurement of the building as specified from Restroom Facilities Corporation. While the building is being fabricated, City staff will work to complete the site plans and specifications for site work and external building tile installation to be provided through a competitive bid process, The selected contractor will also be responsible for connecting the utilities. Restroom Facilities Corporation requires a 50%deposit priorto submittal of architectural plans and engineering calculations suitable for permitting; 40% in progress billing on a percentage of completion basis in plant; and balance of 10% upon completion of delivery and installation, no retention.
