HomeMy WebLinkAbout3/20/2002 - STAFF REPORTS (14) DATE: March 20, 2002 TO: City Council FROM: Director of Public Works/City Engineer CITYWIDE TRAFFIC SPEED SURVEY RECOMMENDATION: It is recommended that the City Council adopt the attached Ordinance modifying speed limits on major arterials, secondary thoroughfares, and collector streets throughout the City, and authorize the City Engineer to cause signs to be placed on those streets posting notice thereof. SUMMARY: This action will update all speed limits on those streets identified in the Circulation Element of the General Plan, in accordance with the California Vehicle Code requirement for performance of an Engineering and Traffic Survey of City streets every five years. A total of 173 street segments on the City's roadway network were surveyed. Of these, 27 street segments did not previously have speed limits established,and the attached ordinance proposes the establishment of those speed limits. Of the remaining street segments, the attached ordinance proposes to increase speed limits on 14 segments, to decrease speed limits on 22 segments, and proposes no change to the other 110 street segments. BACKGROUND: In order to use radar or other electronic devices in the enforcement of speed limits within local jurisdictions, the California Vehicle Code (CVC)specifies thatthe speed limits must be reviewed and adjusted at five-year intervals on the basis of an "Engineering and Traffic Survey". Accordingly, an "Engineering and Traffic Survey" was conducted by Albert Grover & Associates as authorized by Agreement No. 4417, approved by City Council October 27, 2001. In evaluating existing speed limits, the Engineering and Traffic Survey considers the prevailing roadway speeds,width and number of traffic lanes, access points, roadway alignment, traffic volumes, accident experience, and adjacent land use characteristics. This survey is on file in the office of the Department of Public Works & Engineering and the study recommendations are as listed on the attached Ordinance. Section 22352 of the CVC provides for a 25 mile per hour (mph) speed limit irrespective of the results of the Engineering and Traffic Survey for streets meeting certain criteria. That criteria includes being in a "Residence District" as defined by the CVC, whereby a street is no more than 40 feet wide, has a maximum of 1 lane in each direction, and is not listed on the City's Functional Classification System. Using this criteria,itwasfound thatseveral streetswith previously established speed limits in excess of 25 mph can be considered within the definition of a residential district, and therefore,the attached Ordinance proposes to decrease the speed limits for those streets to 25 mph. /J 1 Citywide Traffic Speed Survey March 20, 2002 Page 2 The following is a list of street segments with proposed speed limit reductions: CURRENT PROPOSED SPEED SPEED NAME OF STREET PORTION AFFECTED LIMIT LIMIT Araby Drive E.
