AMENDMENT #3 - GENSLER ARCHITECTURAL CONTRACT, SECURITY
IMPROVEMENTS
RECOMMENDATION:
It is recommended that City Council approve Amendment#3 to Agreement#A4382,
with Gensler for Airport Architectural Design Services, adding design work related to
necessary security improvements at the Airport.
SUMMARY:
This action would add design work items for a blast wall, vehicle access restrictors
and allocate additional dollars for required additions to the Airport's blast analysis.
BACKGROUND:
The Airport has recently undertaken a blast analysis with the assistance of Weidlinger
Associates, a sub consultant to Gensler, the Airport's architectural firm. A variety of
blast mitigation measures have been recommended which were previously shared in
Closed Session with City Council (due to extreme confidentiality of the blast analysis).
Many of the measures, once implemented, will allow the Airport to avoid increased
security manning requirements. Two such measures are the installation of a blast wall
on the north end of the terminal building and installation of vehicle restrictors(devices
to prevent certain size vehicles from approaching the terminal).
Two weeks after the blast analysis was completed, the federal government added
another explosive size to be evaluated. Therefore,the blast analysis must be partially
rerun to incorporate the new standard—that work is currently underway and there is
no anticipation that the overall mitigation plan will change.
The attached amendment adds additional dollars for the rework of the blast analysis,
establishes a work item for both the vehicle restrictors and the blast wall.
To save time, we have attached a sample amendment which does not have all the
costs at this time. At the meeting, the final costs will be provided, as well as the
Minute Order approving the Amendment.
The Airport Commission has been advised due to time constraints that this request
would move directly to City Council.

Funds for this project will come from a 100%grant which the Airport will receive in the
next couple of months. An offsetting budget amendment will be processed to set up
accounts for this work.

AGREEMENT A4382 -AIRPORT ARCHITECTURAL DESIGN
THIS THIRD AMENDMENT to Agreement A4382 for contract services, (herein
"Agreement") made and entered into on the_day of , 2002, by and between
the CITY OF PALM SPRINGS (herein "City') and GENSLER (herein "Architect") is hereby
amended effective March 20, 2002, as follows:
1. Exhibit"A"Scope of Services,is hereby amended by adding thefollowing design work
items:
Blast Wall (north side of terminal-baggage claim): Scope includes complete design,
bid document development and Planning Commission approval package, detailing of
the blast well, taking into account the context of the structure it is protecting, and
meeting Transportation Security Agency blast wall requirements. The wall will be
designed as an independent wall not requiring modification to the existing terminal
building. Work includes sub consultants to provide the special expertise and
engineering to ensure design compliance with the blast assessment report competed
by Weidlinger Associates. Wall will be approximately 20 feet in height and 100 feet
in length and will allow access between baggage claim and rental ready lot.
Vehicle Access Restrict ors: Scope includes the design and detailing of a vehicle
access restrictor for use at multiple locations on the Airport access roadway system.
This restrictor is a device installed over the roadway to limit certain size vehicles from
accessing the Airport terminal building or parking lots. Scope shall be performed in
two phases: Phase I Conceptual Design includes study of potential locations for
barriers and will develop at least three (3) possible solutions using standard
manufactured components or derivatives thereof. The result will be the submittal of
a 11 x 17 booklet for review and approval and a presentation drawing for Planning
Commission review and approval. Phase II shall be inclusive of Design Development
through Construction Bid documents of the selected vehicle restrictor including entry
rework to provide for primary warning of restrictor ahead, actual restrictor, exit ways
for non-complying vehicles and necessary signage.
2. Exhibit "C" Schedule of Compensation is hereby amended by adding the following
items:
Blast Wall shall be designed based on Time and Materials not to exceed a maximum,
of$134,495 and further broken down as follows:
Architectural & Presentation $55,598.
Structural Engineering 7,889,
Special Structural 31,559.
Civil Engineering 10,5209.
Estimating &Administration 28,929.
Not to Exceed $134,495
Actual compensation shall be based on hours worked times the hourly rates, (see
Exhibit E), but not exceeding the percentage of completion. Payments will be made
monthly based on the percentage of work completed in each area of work defined

Blast Damage Assessment modifications to include large SUV analysis at a fixed fee
of$7,000 upon completion and delivery to City of satisfactory SUV analysis.
Vehicle Restrictor shall be designed over a two-phase process all on Time and
Materials with a not to exceed maximum of$97,930 as further broken down as follows:

Actual compensation shall be based on hours worked times the hourly rates, (see
Exhibit E for hourly rates), but not to exceed the total amount listed above in each
phase. Payments will be made monthly based on the percentage of work completed
in each area of the work defined above.
3. Exhibit "D" Schedule of Performance is hereby amended as follows:
Blast Wall final bid documents to be completed within 60 calendar days.
Blast Damage Assessment-Large SUV shall be completed within 15 calendar days.
Vehicle Access Restrictor alternative design Phase I completed in 30 calendar days,
selected alternative design shall be completed with 30 days of selection by Executive
Director- Airports. Phase 11 design development through construction documents
shall be completed within 60 calendar days of Planning Commission approval of
Phase I alternative.
