TAHQUITZ CANYON WAY LIGHTING SYSTEM
RECOMMENDATION:
It is recommended thatthe Community Redevelopment Agency approve and adopt
the plans, specifications and working details, and authorize advertisement for
construction bids forthe Tahquitz Canyon Way Lighting System, City Project 00-36.
SUMMARY:
Section 7.03.040 of the Procurement and Contracting Ordinance requires that the
Community Redevelopment .Agency approve and adopt plans, specifications and
working details, and authorize the bid request for all public projects in excess of
$100,000. Approval of this item will allow staff to proceed with this public project,
with an estimated total cost of$231,000.
BACKGROUND:
Last year, the Downtown Development Director proposed a street and pedestrian
walkway lighting beautification project for Tahquitz Canyon Way. The concept
involves installation of an underground electrical system to service decorative lights
along both sides of Tahquitz Canyon Way between Indian Canyon Drive and
Avenida Caballeros. With the Community Redevelopment Agency's approval on
May 16, 2001, staff obtained professional engineering design services from Dahl,
Taylor and Associates, to prepare plans and specifications for construction of the
"backbone" system to service; future installation of the decorative lights by others.
Section 7.03.040 of the newly enacted Procurement and Contracting Ordinance
requires that for public projects in excess of $100,000 the Community
Redevelopment Agency approve and adopt the plans, specifications and working
details, and authorize staff to advertise for construction bids. The preliminary
estimate shows that construction of this project will exceed its original budget.
Therefore, the project is broken into two separate phases, to allow for construction
of at least one phase of the project in the event the preliminary estimate accurately
reflects the construction bids. The project includes the following improvements:
Phase 1: Tahquitz Canyon Way (Indian Canyon Drive to Calle El Segundo)
Installation of underground electrical system (backbone) for street and pedestrian
walkway lighting, including: varying size conduit and conductors, 31 concrete
foundations with temporary covers forfuture light poles and fixtures, and 1 electrical
meter and pedestal
Phase 2: Tahquitz Canyon U lay (Calle El Segundo to Avenida Caballeros)
Installation of underground electrical system (backbone) for street and pedestrian
walkway lighting, including: varying size conduit and conductors, 26 concrete
foundations with temporary covers for future light poles and fixtures, and 1 electrical
meter and pedestal

Complete plans and specifications for this project are on file in the City Clerk's office
for review and detailed information. The Engineer's estimate for this project is
$109,000 for Phase 1 and $122,000 for Phase 2.
This action is being brought before the Community Redevelopment Agency to be in
compliance with the Procurement and Contracting Ordinance. Following the
Agency's approval of the plans and specifications,and authorization to advertise for
construction bids, staff will schedule bid advertisements with a bid opening date of
April 30, 2002.
