RUTH HARDY PARK SIDEWALK IMPROVEMENTS
RECOMMENDATION:
It is recommended that the City Council award contract to Contreras Construction
Co., in the amount of$17,835.00 for Bid Schedule A only, for the Ruth Hardy Park
Sidewalk Improvements, City Project 01-28.
SUMMARY:
Award of this contract will construct sidewalk improvements within the Ruth Hardy
Park, a Community Development Block Grant (CDBG) project.
BACKGROUND:
On April 4, 2001, Council approved the 2001/2002 CDBG budget, including within
the Program the Ruth Hardy Park Sidewalk Improvement Project, as submitted by
Phil Kaplan from the Planning and Building Department. The proposed project will
construct additional sidewalk improvements within Ruth Hardy Park, allowing for
more access throughout the recreational area.
The plans and specifications for this project were prepared by staff from the Public
Works and Engineering Department. The project was broken into four separate Bid
Schedules, with Bid Schedule A representing the original layout of sidewalk
improvements; Bid Schedule 13 representing installation of picnic tables and grills;
Bid Schedule C representing removal and replacement of deficient access ramps;
and Bid Schedule D representing additional sidewalks proposed within the park.
On February 22 and March 1, 2002, the project was advertised for bids, and at 3:00
P.M. on March 19, 2002, the Department of Procurement and Contracting received
bids from the following contractors:

The Engineer's estimate was $15,800 for Bid Schedule A; $4,000 for Bid Schedule
B; $2,580 for Bid Schedule C; and $4,600 for Bid Schedule D, for a total estimate of
$26,980, The low bidder is Contreras Construction Co., from Indio, California. The
company is a partnership and its partners are Enrique Contreras and Ruben
Contreras. Sufficient funds are available in account 137-4802-63537(Palm Springs
Planning/Building-ADA). This project is 100% funded from CDBG funds.

I HEREBY CERTIFY that this Minute Order, awarding contract to Contreras Construction Co., in
the amount of $17,835.00 for Bid Schedule A only, for the Ruth Hardy Park Sidewalk
Improvements, City Project 01-28, was adopted by the City Council of the City of Palm Springs,
California, in a meeting thereof held on the 3rd day of April, 2002.
