HomeMy WebLinkAbout4/3/2002 - STAFF REPORTS (13) DATE: April 3, 2002 TO: City Council FROM: Director of Public Works/City Engineer 1999/2000 PM-10 CONTROL MEASURE PAVING PROJECT RECOMMENDATION: It is recommended that the City Council approve and adopt the plans, specifications and working details, and authorize advertisement for construction bids for the 1999/2000 PM-10 Control Measure Paving Project, City Project 99-21. SUMMARY: Section 7.03.040 of the Procurement and Contracting Code requires that Council approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of $100,000. Approval of this project will allow staff to proceed with this public project, with an estimated cost of $204,150. BACKGROUND: The City of Palm Springs received a Congestion Management Air Quality (CMAQ) TEA21 grantfor street improvements along Indian Canyon Drive and Vista Chino to improve those portions of streets that lack full improvements and cause dust control (PM-10)problems with vehicles leaving the paved roadway. Staff has identified that segment of Indian Canyon Drive, between San Marco Way and San Rafael Drive, and that portion of Vista Chino just west of Sunrise Way, as problem areas where full street improvements do not exist and where traffic can cause PM-10 problems. Additionally,the City received an SB 821 sidewalk safety grantthrough the Riverside County Transportation Commission forconstruction of sidewalk improvements at the Vista Chino project location. The SB 821 grant will pay for the construction of an 8 to 10 foot wide concrete sidewalk and bikeway along Vista Chino and the proposed bus turnout. Caltrans and the Federal Highway Administration (FHWA) discussions regarding use of CMAQ funds in paving projects have held up this program for over 2 years. However, after coordinating the City's CMAQ project with Caltrans and FHWA, the City of Palm Springs has taken the lead with the CMAQ grant and is the first in the Coachella Valley to receive Caltrans authorization to proceed with construction for a CMAQ funded project in the 1999/2000 round. No other local City has finished plans and specifications, nor received authorization to obligate CMAQ funding from this program. Section 7.03.040 of the newly enacted Procurement and Contracting Code requires that for public projects in excess of$100,000 Council approve and adopt the plans, specifications and working details, and authorize staff to advertise for construction bids. This project includes the following improvements: Indian Canyon Drive (San Marco Way to San Rafael Drive) Interim street improvements, including 4 foot pavement widening with asphalt berm 1999/2000 Pm-10 Control Measure Paving Project April 3, 2002 Page 2 Vista Chino (300' west of Sunrise Way) Ultimate street improvements, including pavement widening, construction of curb, gutter, sidewalk, and bus turn-out The Engineer's estimate for this project is $204,150. This action is being brought before Council to be in compliance with the Procurement and Contracting Code. Following Council's approval of the plans and specifications,and authorization to advertise for construction bids,staff will schedule bid advertisements with a bid opening date of April 30. 2002. a DAVID J.
