TRAMVIEW ROAD STREET AND SEWER IMPROVEMENT PROJECT
RECOMMENDATION:
It is recommended that the City Council approve a budget amendment transferring
wasterwater treatment plant reserves into a capital project account; and, award
contract to G & M Construction in the amount of$388,750.00 for Bid Schedules A
and B,for the Tramview Road Street&Sewer Improvement Project, City Project 01-19.
SUMMARY:
Award of this contract will remove and replace the existing sewer system within
Tramview Road from Indian Canyon Drive to Granada Avenue, and reconstructthat
portion of Tramview Road, facilities that have been damaged over the years by
adjacent Tamarisk trees. This is a Community Development Block Grant (CDBG)
project.
BACKGROUND:
On April 4, 2001, Council approved the 2001/2002 CDBG budget, including within
the Program the Tramview Road Street and Sewer Improvement Project, as
submitted by the Engineering Department. Tramview Road from Indian Canyon
Drive to Granada Avenue has been affected by the adjacent row of Tamarisk trees
for the past 30 years. Over this period of time, tree roots have broken up the street
and have caused damage to the underlying sewer system.
The plans and specifications for this project were prepared by staff from the Public
Works and Engineering Department, and on February 20, 2002, Council approved
and adopted the plans and specifications for this project, and authorized
advertisement for construction bids. The project consisted of two Bid Schedules,
Bid Schedule A represents the removal and replacement of the sewer system,
reconstruction of Tramview Road, and installation of an irrigation and root control
system between the roadway and the existing Tamarisk trees. Bid Schedule B
represents construction of a new access ramp and sidewalk from Tramview Road
up and around the existing parking lot in the Desert Highland park.
On February 22 and March 1, 2002, the project was advertised for bids, and at 2:00
P.M. on March 19, 2002, the Department of Procurement and Contracting received
bids from the following contractors:

The Engineer's estimate was $517,325 for Bid Schedule A; and $6,150 for Bid
Schedule B, for a total estimate of$523,475. The low bidder is G & M Construction,
from Palm Springs, California. The company is a corporation and its officers are
George Marantz, President; Michael Marantz,Vice-President; and Dianne Marantz,
Secretary.
As part of the Council's consideration and approval of the Tramview project in the
2001/2002 CDBG Program, it was discussed that the appropriated CDBG funds
would be used to fund the necessary street repairs, while the associated sewer
replacementand reconstruction costs would be funded from Wastewater Treatment
Plant reserves. Therefore, at this time it will be necessary to approve a budget
amendment to transfer$160,000 from Wastewater Treatment Plant reserves into a
capital project account for this project. This amount will fund the balance of the
project not covered by CDBG funds, as well as construction administration and
inspections costs. Sufficient funds are available in account 137-4802-63538 (Palm
Springs Engineering -Tramview Improvements)and will be available in 420-6820-
57014 (Tramview Sewer Improvements).

OFTHE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA,AMENDING THE BUDGET FOR THE 2001-02
FISCAL YEAR
WHEREAS Resolution 20062 approving the budget forthe fiscal year2001-02 was adopted
on June 6, 2001; and
WHEREAS the City Manager has recommended, and the City Council desires to approve,
certain amendments to said budget;
NOW THEREFORE BE IT RESOLVED that the Director of Finance is authorized to record
inter-fund cash transfers as required in accordance with this Resolution, and that Resolution
20062, adopting the budget for the 2001-02 fiscal year is hereby amended as follows:
