CITY COUNCIL MINUTES
APRIL 11, 2002
An Adjourned Regular Meeting of the City Council of the City of Palm Springs, California,
was called to order by Mayor Kleindienst, in the Airport Conference Room, 3400 Tahquitz
Canyon Way, on Thursday, April 11, 2002, at 4:00 p.m.
ROLL CALL: Present: Councilmembers Mills,,Oden, Reller-Spurgin, and Mayor
Kleindienst
Absent: None
The meeting was opened with the Salute to the Flag.
REPORT OF POSTING OF AGENDA: City Clerk reported that the agenda was posted in
accordance with Brown Act procedures on April 10, 2002.
PRESENTATIONS: None.
HOUSING AUTHORITY: INDUSTRIAL DEVELOPMENT AUTHORITY: FINANCING
AUTHORITY: COMMUNITY REDEVELOPMENT AGENCY: No Business
PUBLIC COMMENTS: None
LEGISLATIVE ACTION:
1. NATURAL GAS PROCUREMENT
Recommendation: That the Council authorize the City Manager to enter into a
pricing agreement for the purchase of Natural Gas for use at the City's
Cogeneration Plants, at a unit price not to exceed $5.00 per decatherm. Term of
agreement one year from September 1, 2002.
City Manager reviewed the staff report and added that the Council had
previously approved the purchase of the Natural Gas up to $3.50 per decatherm;
that the price is now at $7.010 per decatherm; that staff is watching the market to
lock in a price; and that it would be best for the City to know exactly what it will
be paying for a full year via an agreement.
Executive Director—Airports stated that it was thought that the price would lower
to $3.50; but that the prices keep rising and are currently at $3.80.
Councilmember Oden questioned that the last approval was a lock in at $3.50;
that at that time the price was at $3.51 and expected to lower; and what
happened that the contract was not locked.
Executive Director—Airports stated that the price rose to $3.52 and stayed; that
the price never lowered and that the price is now at $3.80 and advised the
Council to act to allow staff to lock in a firm price.

Councilmember Reller-Spurgin questioned why the approval is needed up to
$5.00.
City Manager stated that although staff is indicating the price will lower, the
higher price would allow staff to be proactive.
Mayor questioned what each increment meant in annual costs.
Executive Director — Airports stated that for each 10 cents the cost is $20,000
annually.
Councilmember Mills questioned the current price.
Executive Director of Airports stated that current price is $7.97.
Minute Order 7050 as recommended was presented; after which, it was moved
by Reller-Spurgin, seconded by Mills and unanimously carried, that MO7050 be
adopted.
ADJOURNMENT:
There being no further business, Mayor declared the meeting adjourned.

A Regular Meeting of the City Council of the City of Palm Springs, California, was called to
be held in the Council Chamber, 3200 Tahquitz Canyon Way, on Wednesday, April 17,
2002, at 7:00 p.m., at which time, the City Clerk adjourned the meeting due to a lack of
quorum to April 23, 2002.

Absent: Councilmembers Mills, Oden, Reller-Spurgin, and Mayor
Kleinclienst
