HomeMy WebLinkAbout4/24/2002 - STAFF REPORTS (5) DATE: April 24, 2002 TO: City Council FROM: Director, Department of Parks, Recreation and Facilities ROBERTI-Z'BERG-HARRIS URBAN OPEN SPACE AND RECREATION GRANT PROGRAM RECOMMENDATION: That City Council adopt a resolution thatwill allow staff to submit an application to the State of California, Department of Parks and Recreation, Office of Grant Services for funds from the Robert-Z'Berg-Harris Urban Open Space and Recreation Grant Program (RZH)under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000. SUMMARY: Staff asks that City Council adopt a resolution that allows for the submission of an application to the State of California, Department of Parks and Recreation, Office of Grant Services for funds from the RZH grant funds in the amount of$126,000 for the design and construction of the skate park as recommended by the Parks and Recreation Commission. BACKGROUND: On March 7, 2000, California voters sent a clear message with the passage of the 2000 Parks Bond Act that strongly :supported state and local parks. The Parks Bond Act of 2000 provides$2.1 billion for a variety of parks and other projects at the state and local levels, including $842.5 million for local parks. The Park Bond Act requires that$200 million of that be allocated for the RZH program. The Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000, responding to the recreational and open-space needs of a growing population and expanding urban communities, is intended to revive state stewardship of natural resources by investing in neighborhood parks, clean water protection, and coastal beaches and scenic areas. As a means of addressing critical neighborhood park needs, the Bond Act provides$200 million in funds to implement the RZH Program. The Block Grant funds are allocated on a population-based formula to cities, counties and districts. RZH grants shall be expended for high-priority projects that satisfy the most urgent park and recreation needs, with emphasis on unmet needs. The RZH grant requires 30% local matching funds and may be used for a variety of purposes, focusing on acquisition, development, improvement, restoration, and interpretation of local parks and recreation lands. OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, ALLOWING STAFF TO APPLY FOR GRANT FUNDS FROM THE ROBERTI-Z'BERG-HARRIS URBAN OPEN SPACE AND RECREATION PROGRAM UNDER THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND COASTAL PROTECTION BOND ACT OF 2000. WHEREAS the people of the State of California have enacted the Proposition 12 Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000, which provides funds for the Roberti-Z'Berg-Harris Open Space and Recreation Program; and WHEREAS the Legislature of the State of California has enacted the Roberti-Z'Berg-Harris Open Space and Recreation Program, which provides funds to certain political subdivisions of the State of California for acquiring lands and developing facilities to meet urban recreational needs; and WHEREAS the California Department of Parks and Recreation has been delegated the responsibility for the administration of the grant program, setting up necessary procedures; and WHEREAS said procedures established by the California Department of Parks and Recreation require the City Council to certify by resolution the approval of City staff to apply for the Roberti- Z'Berg-Harris allocation; and WHEREAS the City will enter into a contract with the State of California. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs: SECTION 1. That approval is given for the filing of an application for local assistance funds from the Roberti-Z'Berg-Harris Urban Open Space and Recreation Program under the Safe Neighborhood Parks,Clean Water,Clean Air, and Coastal Protection Bond Act of 2000; and SECTION 2. That the City of Palm Springs certifies that it has or will have sufficient funds to operate and maintain the project; and SECTION 3. That the City of Palm Springs certifies that it has reviewed, understands and agrees to the general provisions contained in the contract; and SECTION 4.
