HomeMy WebLinkAbout4/24/2002 - STAFF REPORTS (6) DATE: April �'l, 2002 TO: City Council FROM: Recycling Coordinator VIA Director of Community & Economic Development APPROVAL OF APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR A HOUSEHOLD HAZARDOUS WASTE GRANT RECOMMENDATION: It is recommended that the City Council approve the resolution endorsing the City's application to the California Integrated Waste Management Board for a Household Hazardous Waste Grant promoting the collection and recycling of computer and electronic equipment no longer allowed to be landfilled, and expanding our current Senior/Disabled Persons Collection Program. SUMMARY: For the past year, the City of Palm Springs has been offering a twice-a-year Computer/Electronic Recycling Event at City Hall. As a result of the large number of items collected at these events, and the many inquiries the City has received, the City is faced with a difficult challenge: educate and assist its residents with the correct disposal of their old computers, monitors, TVs, etc Staff is hoping to greatly reduce the number of items illegally dumped or incorrectly thrown in the trash by offering this collection program. The other portion of this Grant is to continue and expand our Senior and Disabled Persons HHW Collection Program, which has been very successful. For the past three years, the City has offered seniors and disabled residents a free program whereby their household hazardous waste is picked up at their home by a licensed HHW contractor. BACKGROUND: In 1999, The City of Palm Springs applied for and received a Household Hazardous Waste (HHW) Grant from the California Integrated Waste Management Board to fund a year-round free collection program for senior or disabled residents. During the 2001 year, staff was able to increase this program to include used hypodermic needles (referred to as Sharps). One part of this new grant request is to continue and expand the existing program to include any electronic equipment (referred to as E-Waste) and any items containing CRTs (Cathode Ray Tubes) (referred to as U-Waste). U-Waste refers to items, such as CRTs, which contain a hazardous material when broken, but are not harmful as long as they are not broken. These items are no longer allowed to be landfilled, yet there has been no direction from the governing body as to how to dispose of them. Thus, the funding from this grant would alloNr the City of Palm Springs, which was the first city in the Coachella Valley to offer the free collection events, to continue with its much- applauded efforts at keeping these unwanted units from being dumped in the desert, at the ABOP or thrown into the trash. The City would not only be assisting in the legal recycling of these items, but would be helping the environment and helping the City's HFIW Grant Request YA 1 diversion rate by keeping them out of the landfill. Staff is requesting that City Council authorize the City Manager, or his designee, to approve and sign any subsequent Household Hazardous Waste Grant requests, for a three-year period, through June 2005. Thus, staff would not have to return to City Council every year for approval of making application for these grant funds. APPROVED: ELAINE WEDEKIN OHN . OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING CITY APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR A HOUSEHOLD HAZARDOUS WASTE GRANT WHEREAS, Public Resources Code Section 47200 authorizes the California Integrated Waste Management Board (CIWMB) to award competitive grants to local government agencies for programs that reduce the amount of Household Hazardous Waste (HHW) disposed of at solid waste landfills; and WHEREAS, the City of Palm Springs is eligible to apply for part of the $3,000,000 available for these programs; and WHEREAS, the focus of the 2002-2003 HHW Grant funding is an expansion of existing programs providing for collection of additional waste types and new programs geared toward the collection of e-waste and u-waste; and WHEREAS, the City of Palm Springs is proposing to use this grant money for the expansion of an existing Senior and Disabled Persons Free Collection of HHW Program and the no-cost collection of e-waste and u-waste; and WHEREAS, the City of Palm Springs will enter into an agreement with the State of California for the purposes of securing grant funds and to iplement and carry out the purposed specified in the grant application, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Palm Springs: 1. Authorizes the submittal of grant applications to the California Integrated Waste Management Board for all available Household Hazardous Waste grants under the California Integrated Waste Management Act for the period of April 2002 through June 2005. 2. The City Manager, or his designee, is hereby authorized and empowered to execute in the name of the City of Palm Springs all necessary applications, contracts, payment requests, agreements and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
