TAHQUITZ CANYON WAY TRAFFIC SIGNAL INTERCONNECT PROJECT
RECOMMENDATION:
It is recommended that the City Council approve and adopt the plans,
specifications and working details, and authorize advertisement for construction
bids for the Tahquitz Canyon Way Traffic Signal Interconnect Project, City Project
00-05.
SUMMARY:
Section 7.03.040 of the Procurement and Contracting Ordinance requires that
Council approve and adopt plans,specifications and working details, and authorize
the bid request for all public projects in excess of $100,000. Approval of this
project will allow staff to proceed with this public project, with an estimated cost of
$813,000.
BACKGROUND:
The City of Palm Springs received a $1.2 million Surface Transportation Program
(STP) grant in 1995 to construct traffic signal interconnect improvements along
Indian Canyon Drive and Tahquitz Canyon Way. The Indian Canyon Drive traffic
signal interconnect imp rovernentswere combined and constructed with the CVAG's
valley-wide traffic signal interconnect project, and are nearly complete. The
Tahquitz Canyon Way traffic signal interconnect improvements have been
designed by the City's consultant, Albert Grover&Associates, and the plans and
specifications for its construction are ready for Council approval and the
subsequent advertisement for construction bids.
Section 7.03.040 of the newly enacted Procurement and Contracting Ordinance
requires that for public projects in excess of$100,000 Council approve and adopt
the plans, specifications and working details, and authorize staff to advertise for
construction bids. This project has an overall cost of approximately$813,000 and
has been divided into several Bid Schedules,with Bid Schedule A representing the
"Base Bid". The Base Bid includes the following improvements:
Tahquitz Canyon WaV (Palm Canyon Drive to El Cielo Road)
Traffic signal interconnect system, including: 2" conduit with interconnect cable;
traffic signal upgrades at Palm Canyon Drive and Indian Canyon Drive; traffic
signal modifications at Calle Encilia, Calle El Segundo, Avenida Caballeros,
Sunrise Way, Sunset Way, and Farrell Drive; and a new traffic signal installation
at El Cielo Road (airport entrance).
The new signal installation at El Cielo Road includes selection of "Ameron" style
traffic signal poles,which are somewhat different than the traditional poles and are
streamlined and more architecturally designed. Improvements within the
intersection are planned, that include removal of the free-right turn island at the
southwest corner, and traffic striping along El Cielo Road north of Tahquitz Canyons

Way to provide four traffic lanes. These improvements will help move traffic more
efficiently through and around the airport entrance and City Hall.
Other Additive Bid Schedules are included that will allow for optional traffic signal
upgrades, such as replacement of the older marbelite traffic signal poles, at Calle
Encilia and Avenida Caballeros; the complete replacement of the old traffic signal
system at Sunset Way; and interconnect system extension to Baristo Road at El
Cielo Road(thereby allowing the interconnect of the Baristo Road traffic signal and
the new Tahquitz Canyon Way traffic signal on El Cielo Road).
The Engineer's Estimate forthe various traffic signal upgrades listed in the Additive
Bid Schedules is approximately $212,000.
These"optional"improvements have been separated from the Base Bid Schedule
because the Engineer's Estimate for the Base Bid Schedule is approximately
$538,000, of which there is $600,000 of 100% reimbursable grant funds available
for this project. Therefore, depending on the actual construction bids received and
the funds that are available for this project, some of the optional traffic signal
improvements may be included in the Contract.
One Additive Bid Schedule is included thatwill allow forthe installation of an empty
2" conduit within the same trench as the traffic signal interconnect system, along
Tahquitz Canyon Way, extending from Palm Canyon Drive to the Police
Department Communications Center. However, it will be necessary for the City to
budget additional funds for this Additive Bid Schedule, separate from the federal
grant funds that will be used to construct the traffic signal interconnect
improvements, as costs for the conduit to be used for the future fiber optic system
are not eligible for reimbursement under the STP grant for this project.
Additionally, a separate City contract in the future will be required under which a
contractor could install the actual fiber optic line through the empty conduit to
facilitate the system desired by the Police Department,
The Engineer's estimate for the 2" empty conduit for the future fiber optic system
is approximately $63,000.
This action is being brought before Council to be in compliance with the
Procurement and Contracting Ordinance. Following Council's approval of the plans
and specifications, and authorization to advertise for construction bids, staff will
