HomeMy WebLinkAbout5/1/2002 - STAFF REPORTS (18) DATE: May 1, 2002 TO: City Council FROM: Executive Director-Airports DOWNTOWN PARKING STRUCTURE PROJECT ADMINISTRATION RECOMMENDATION: It is recommended that City Council establish project administration parameters for the Downtown Parking Structure Project, SUMMARY: This action would establish the administrative team parameters and provide for special change order authority. BACKGROUND: In November of 2001, the voters expressed support for development of a downtown parking structure. Since that time, the City Council has established this project as a high priority and set a fast-track scheduled completion date of Thanksgiving 2002. This schedule will require an aggressive construction effort which will entail administrative oversight efforts beyond the normal workweek(nights and weekends). The project has exposure to change orders for two reasons. First, the compressed design schedule, despite careful constructability review, will result in some uncoordinated issues which will lead to changes. Secondly, with the site containing the remains of an old service station and many existing underground utility connections, there will be unknown issues to deal with. One way to help ensure on- time completion will be to vest change order authority with the project administrator, within parameters. The project schedule cannot afford to stop and wait up to two weeks for City Council to approve necessary changes. The proposed administrative team for the project is as follows: City Manager - Executive Oversight Executive Director-Airports - Project Administrator Downtown Development Coordinator - Downtown Coordination Mike Fontana - Owner Representative Turner Construction - Construction Contract Management & RESOLUTION NO. OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS , CALIFORNIA, ESTABLISHING PROJECT ADMINISTRATION PARAMETERS INCLUDING CHANGE ORDER AUTHORITY FOR THE DOWNTOWN PARKING STRUCTURE PROJECT. WHEREAS the voters have approved the construction of a Downtown Parking Structure;and WHEREAS the City Council has established the project as a high priority and has set a fast- track completion target of Thanksgiving 2002; and WHEREAS to help ensure the timely completion,the City Council is desirous of establishing special change order authority and establish project administration parameters, NOW THEREFORE BE IT RESOLVED as follows: Section 1. For the Downtown Parking Structure Project, the appointed Project Administrator is hereby authorized to execute all necessary contractual documents on behalf of the City and is authorized to approve cumulative change orders equal to a total of 7.5%of the total of the project budget of$4.1 million which authority is commutatively$307,500, subject to regular reporting back to City Council, within 30 days of each approved change order. When the amount of $307,1500 is exceeded, all additional change orders shall be approved by City Council. Section 2. The Executive Director - Airports is hereby appointed as the Project Administrator. ADOPTED this day of , 2002.
