HomeMy WebLinkAbout5/1/2002 - STAFF REPORTS (20) DATE: May 1, 2002 TO: City Council FROM: Executive Director-Airports DOWNTOWN PARKING STRUCTURE PROJECT RECOMMENDATION: It is recommended that the City Council approve and adopt the plans, specifications and working details, and authorize solicitation for construction quotes for the Downtown Parking Structure Earthwork, Demolition, and Site Utilities trade contracts and authorize the City Manager to award trade contracts up to $100,000 for the project. SUMMARY: Section 7.03.040 of the Procurement and Contracting Ordinance requires that Council approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of $100,000. Approval of these trade contracts with authority for City Manager to award up to$100,000 trade contracts will allow staff to fast track this public project. BACKGROUND: The voters approved the construction of a Downtown Parking Structure and the City Council has designated the project as a priority and directed that fast-tracking occur that will lead to a Thanksgiving 2002 occupancy. The overall project design effort is being led by Walker Parking, with architect James Cioffi and Sanborn A & E, Inc. leading local expertise. The project is being accomplished via a Construction Management approach wherein Turner Construction (Construction Manager) will manage a series of trade contracts for the City. The project will be divided into trades, as many as 25, which will be individually quoted or bid. At this point, staff requests authority to seek quotes on three trades: Trade Estimate Earthwork $89,425 Demolition $85,645 Site Utilities $98,000 Section 7.03.040 of the newly enacted Procurement and Contracting Ordinance requires that for public projects in excess of$100,000,Council approve and adopt the plans, specifications and working details, and authorize staff to seek construction bids/quotes. It is expected that all three of the trade contracts covered by this report will be below the $100,000 threshold for City Council pre approval; however, procedurally to ensure all contingencies are covered in case quotes are above $100,000, staff seeks City Council authorization to seek quotes. i8W May 1, 2002 Page Two In addition, the Procurement Ordinance allows the City Manager to award contracts up to $25,000. In this instance, to shorten the time between receiving of quotes and awarding contract, staff recommends City Council authorize the City Manager to award contracts up to $100,000 for the Parking Structure project.
