HomeMy WebLinkAbout5/15/2002 - STAFF REPORTS (3) DATE: May 15, 2002 TO: Community Redevelopment Agency FROM: Director of Public Works/City Engineer TAHQUITZ CANYON WAY LIGHTING SYSTEM RECOMMENDATION: It is recommended that the Community Redevelopment Agency approve one of two options: Option One: Award contract to Cora Constructors, for Bid Schedule A only, in the amount of$101,249.00,forthe Tahquitz Canyon Way Lighting System, City Project 00-36. Option Two: Approve a budget amendment transferring agency fund reserves into a capital project account; and, award contract to Cora Constructors, for Bid Schedules A and B, in the amount of $188,512.00, for the Tahquitz Canyon Way Lighting System, City Project 00-36. SUMMARY: Award of this contract will construct an underground electrical system for street and pedestrian walkway lighting along both sides of Tahquitz Canyon Way. If Option One is approved, only the first phase of the electrical system will be installed from Indian Canyon Drive to Calle El Segundo. If Option Two is approved, the entire system will be installed from Indian Canyon Drive to Avenida Caballeros. This project is a budgeted Community Redevelopment Agency capital project. BACKGROUND: Last year, the Downtown Development Director proposed a street and pedestrian walkway lighting beautification project for Tahquitz Canyon Way. The concept involves installation of an underground electrical system to service decorative lights along both sides of Tahquitz: Canyon Way between Indian Canyon Drive and Avenida Caballeros. The actual decorative pedestrian and street lights will be installed at a future date as adjacent property owners contribute and participate in the program. With the Community Redevelopment Agency's approval on May 16, 2001,staff obtained professional engineering design services from Dahl,Taylor and Associates, to prepare plans and specifications for construction of the "backbone" system to service future installation of the decorative lights by others. On April 3, 2002,the Agency approved and adopted the plans and specifications for this project, and authorized advertisement for construction bids. The project consisted of two Bid Schedules, Bid Schedule A represents the installation of the electrical system from Indian Canyon Drive to Calle El Segundo, and Bid Schedule B represents the installation of the electrical system from Calle El Segundo to Avenida Caballeros. elk �. Because the use of this electrical system is dependent upon the participation of the adjacent property owners, it may be some time before the Agency sees decorative pedestrian and street lights installed onto the foundations constructed with this project. In the meantime, and for safety purposes, this project will install 30" high aluminum bollards. These will be removed at the time the lights are installed in the future. At this time, the Downtown Development Director has commitments from a majority of the adjacent property owners in Phase One of this project (Indian Canyon Drive to Calle El Segundo) to purchase and install the decorative lights. However, there is little commitment from property owners in Phase Two. The decision to make at this time is whetherto construct the entire system,thereby potentially saving Agency funds by avoiding higher construction costs in the future when Phase Two of the project is re-bid; or, to only construct Phase One of the system to avoid having a majority of the system installed, but unused to its full advantage. On April 12 and 19, 2002, the project was advertised for bids, and at 3:00 P.M. on April 30, 2002, the Department of Procurement and Contracting received bids from the following contractors: Contractor Schedule A Schedule B Total 1. HMS Construction, Inc.; $106,029.50 $97,437.50 $203,467.00 San Marcos, CA The Engineer's estimate was $106,825 for Bid Schedule A; and $97,100 for Bid Schedule B,for a total estimate of$203,925. The low bidder is Cora Constructors, from Palm Desert, California. The company is an individual (sole proprietor) and its owner is Dennis Stockton. If Option Two is approved by the Agency, it will be necessary to approve a budget amendment to transfer$90,000from Agency fund reserves into a capital project account for this project.
