RECOMMENDATION: It is recommended that the City Council award RFQ No. 2002-33 for procurement and installation of PlymoVent vehicle exhaust ventilation systems to Air Cleaning Systems, of Montclair, CA in the amount of$70,984.48 to remove vehicle exhaust contaminants within the city's fire stations. SUMMARY: The Fire Department is required by OSHA to install vehicle exhaust ventilation systems to remove contaminates from the fire stations caused by the operation of the diesel engines in the fire apparatus. Currently, only Fire Station 442 and the new airportARFF apparatus room are equipped with exhaust removal systems. BACKGROUND: Vehicle exhaust within a building is considered hazardous to workers health by OSHA. The exhaust from fire apparatus diesel engines produces considerable toxic and hazardous contaminants. PlymoVent vehicle exhaust ventilation systems removes these pollutants from the building. The exhaust removal system consists of a pressure activated vacuum that attaches directly to the exhaust pipe of the fire engines and trucks. When the apparatus engine is started, the system activates and "sucks"the exhaust to the outside of the fire station through a flexible hose and out a vent through the roof. As the apparatus departs from the station, the vacuum hose travels along a rail until it releases itself from the exhaust pipe. The system is then manually re-connected to the vehicle when it returns to the fire station. The PlymoVent brand was installed in Fire Station 442 and the new airport ARFF apparatus room as part of the expansion of that;station. To ensure that compatibility exists for all fire apparatus in the department, no matter where they are stationed, the PlymoVent brand is now required at the remaining stations. The PlymoVent system is nationally recognized for use in America's fire stations and has a life expectancy of 20 years with annual maintenance. RFQ 2002-33 was sent to the PlymoVent authorized California dealers on April 12,2002. Three quotations were received by the bid closing of 2:OOPM on April 26, 2002.
