HomeMy WebLinkAbout5/15/2002 - STAFF REPORTS (13) DATE: May 15, 2002 TO: City Council FROM: Director of Public Works/City Engineer BRIDGE REPAIRS PROJECT RECOMMENDATION: It is recommended that the City Council award contract to 4-Con Engineering, Inc., for Bid Schedules A and B, in the amount of $97,610.00, for the Bridge Repairs Project, City Project 97-20. SUMMARY: Award of this contract will provide for the removal and replacement of expansion joints on the Ramon Road Bridge across the Whitewater River and on the Sunrise Way bridge across the Tahquitz Creek, as recommended by the latest Caltrans bridge inspection reports provided to the City. BACKGROUND: The City of Palm Springs receives bridge inspection reports from Caltrans, who provides bi-annual inspections and recommendations for repair of all local bridges within the state. The latest inspection reports of the Ramon Road bridge and Sunrise Way bridge indicate that the expansion joints have failed and require replacement. As Ramon Road carries one of the heaviest volumes of traffic in the Coachella Valley, it should be noted that the repair work on the Ramon Road bridge will be conducted at night, to minimize the impact this work will have on traffic. Additionally, a one-time bridge closure will be required to complete the expansion joint replacement. The Public Works and Engineering Department obtained the professional civil engineering services of Parsons Brinkerhoff to prepare the plans and specifications forthis project. On March 6, 2002, the Council approved and adopted the plans and specifications for this project, and authorized advertisement for construction bids. The project consisted of two Bid Schedules. Bid Schedule A represents the maintenance work on the Ramon Road bridge while Bid Schedule B represents the maintenance work on the Sunrise Way bridge. On March 8 and 15, 2002, the project was advertised for bids, and at 2:00 P.M. on April 2, 2002, the Department of Procurement and Contracting received bids from the following contractors: Contractor Schedule A Schedule B Total 1. 4-Con Engineering, Inc.; $58,210.00 $39,400.00 $97,610.00 Fontana, CA 2. Penhall Company; $96,712.00 $31,344.00 $128,056.00 Anaheim, CA J0 Bridge Repairs Project May 15, 2002 Page 2 The Engineer's estimate was $87,000 for Bid Schedule A, and $38,000 for Bid Schedule B, for a total estimate of$125,000. Half of the Ramon Road bridge costs are shared with Cathedral City through the use of a reimbursement agreement that was previously approved by Council on August 1,2001. Staff has coordinated the bid results for this project with Cathedral City and have received their concurrence to the award of the Ramon Road bridge repair work. The low bidder is 4-Con Engineering, Inc., from Fontana, California. The company is a corporation and its officers are Richard Garabedian, President; Diego DeAndrade, Vice-President; Cruz Borrero, Secretary; and Fred Ecker, Treasurer. 50% of the Ramon Road bridge repairs are funded through the Reimbursement Agreement with Cathedral City, while the remaining costs will be funded through Local Measure A funds.
