HomeMy WebLinkAbout5/15/2002 - STAFF REPORTS (14) jv71F DATE: May 15, 2002 TO: City Council FROM: Director of Public Works/City Engineer 1999/2000 PM-10 CONTROL MEASURE PAVING PROJECT RECOMMENDATION: It is recommended that the City Council award contract to Contreras Construction Co., for Bid Schedules A and B, in the amount of $162,730.00, for the 1999/2000 PM-10 Control Measure Paving Project, City Project 99-21. SUMMARY: Award of this contract will provide for the construction of interim street improvements on Indian Canyon Drive from San Marco Way to San Rafael Drive, including 4 foot pavement widening with asphalt berm on the adjacent dirt shoulder; and construction of ultimate street improvements, including pavement widening, construction of curb, gutter, sidewalk, and a concrete bus turn-out on Vista Chino adjacent to the vacant City-owned parcel north of the Vista Serena senior housing project. BACKGROUND: The City of Palm Springs received a Congestion Management Air Quality (CMAQ) TEA21 grant forstreet improvements along Indian Canyon Drive and Vista Chino to improve those portions of streets that lack full improvements and cause dust control (PM-10)problems with vehicles leaving the paved roadway. Staff has identified that segment of Indian Canyon Drive, between San Marco Way and San Rafael Drive, and that portion of Vista Chino just west of Sunrise Way, as problem areas where full street improvements do not exist and where traffic can cause PM-10 problems. Additionally,the City received an SB 821 sidewalk safety grant through the Riverside County Transportation Commission for construction of sidewalk improvements at the Vista Chino project location. The SB 821 grant will pay for the construction of an 8 to 10 foot wide concrete sidewalk and bikeway along Vista Chino and the proposed bus turnout. Plans and specifications forthis projectwere prepared by staff from the Engineering Department. On April 3, 2002, the Council approved and adopted the plans and specifications for this project, and authorized advertisement for construction bids. Bid Schedule A represents the construction of improvements on Indian Canyon Drive, while Bid Schedule B represents the construction of improvements on Vista Chino. On April 12 and 19, 2002, the project was advertised for bids, and at 2:00 P.M. on April 30, 2002, the Department of Procurement: and Contracting received bids from the following contractors: Contractor Schedule A Schedule B Total 1. Cora Constructors; $68,210.00 $136,385.00 $204,595.00 The Engineer's estimate was $49,900 for Bid Schedule A, and $154,250 for Bid Schedule B, for a total estimate of $204,150. The low bidder is Contreras Construction Co., from Indio, California. The company is a partnership and its partners are Enrique Contreras and Ruben Contreras. A majority of the costs of this project are covered by CMAQ and SB 821 funds, with the grant matches covered by local Measure A funds.
