Lee Weigel, Chief of Police APPROVAL OF FOUR OVER HIRE POLICE OFFICER POSITIONS TO TEMPORARILY PROVIDE UNIFORMED LAW ENFORCEMENT SECURITY FOR THE PASSENGER SCREENING CHECKPOINT AT THE PALM SPRINGS INTERNATIONAL AIRPORT. RECOMMENDATION It is recommended that the City Council approve four temporary over hire police officer positions to provide uniformed law enforcement security for the passenger screening checkpoint at the Palm Springs International Airport. SUMMARY This request is to fulfill a proposed contractual obligation with the United States Transportation Security Administration. The effective dates of the proposal are from May 1, 2002 and shall continue until December 1, 2003. The Transportation Security Administration (TSA) may terminate the contract early or extend the agreement for an additional 90 days. The police officers will be tasked with safeguarding the existing airport screening checkpoint at the Palm Springs International Airport. The Federal Government will reimburse all costs associated with supplying a law enforcement officer. BACKGROUND Since the events of September 111h, the United States Transportation Security Administration has increased the level of security at our nation's airports. The TSA intends to place federal law enforcement officers at each airport screening checkpoint. Presently, the TSA does not have a sufficient number of sworn or trained personnel to meet this objective. The Federal Government is negotiating with the police department to provide such security until the TSA is capable of assuming the responsibility. The Federal Government will reimburse all costs to the City associated with providing Palm Springs police officers. The TSA anticipates it will take until December 1, 2003 before they are competent enough to meet the security demands at the Palm Springs International Airport. Under this agreement, the Federal Government may terminate the contract early or extend it for 90 days. At this point, the police department does not have the available officers to assign at the airport on a full time basis. Under the current situation, the police department proposes to pay officers on overtime to work at the checkpoint. This will likely create a hardship on the police department's work force. Due to our current staffing shortages, officers are already working extended hours to cover shift shortages. The TSA proposal would require the police department to provide a state certified sworn police officer at the airport checkpoint for a minimum 18 hours per day for at least 20 months. This would create an additional strain on an already weary work force. a1A Law Enforcement Security at Palm Springs International Airport May 15, 2002 - Page 2 At the conclusion of the contractual obligation, based on the police department's history, it is likely the four over hire positions will be used tofill vacancies or absorbed into patrol by attrition.
