APPOINTMENT OF SUBSTITUTE ALTERNATE TO SERVE ON THE INDEPENDENT
CITIES RISK MANAGEMENT AUTHORITY
RECOMMENDATION:
It is recommended that the City Council adopt a Resolution approving Dana Rascon, Risk
Management Specialist II, to serve as a substitute alternate on the Governing Board of the
Independent Cities Risk Management Authority (ICRMA).
SUMMARY:
ICRMA's Joint Exercise of Powers Agreement forinsurance and Risk Management
Purposes, dated July 9, 1997, allow City Council appointment of a substitute alternate to
act in the primary and alternate members' absence. During the City of Palm Springs first
year of membership in ICRMA, we have attended all ofthe regularly scheduled Board
Meetings with the exception of one. Additionally, there was one Special Meeting that we
were unable to attend. With the appointment of a substitute alternate, we would have been
able to achieve perfect attendance.
BACKGROUND:
The City of Palm Springs became a member of ICRMA on July 1, 2001, participating in the
Authority's Liability Risk Sharing and Excess Insurance Program. Board meetings are held
every two months, and are rotated between Orange County and the Greater Los Angeles
area.
The City maintains a $300,000 Selflnsurance Retention (SIR) and participates in a Risk
Sharing Pool with the other twenty-nine member entities for the layer between $300,000
and $1,000,000, The Authority currently purchases $20,000,000 liability insurance from
AIIG in excess of$1,000,000.

RESOLUTION NO.
OF THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, CALIFORNIA, APPOINTING SPECIFIC
REPRESENTATIVES TO THE INDEPENDENT CITIES
RISK MANAGEMENT AUTHORITY.
WHEREAS, the City of Palm Springs became a member of the Independent
Cities Risk Management Authority (ICRMA) on July 1, 2001; and
WHEREAS, the City of Palm Springs was appointed a member of the Ad
Hoc Transition Risk Management Committee on April 12, 2002; and
WHEREAS, the City of Palm Springs adopted Resolution No. 20089 on
June 20, 2001, appointing Council Member Jeanne Reller-Spurgin (elected official)
to serve as the primary member on the Governing Board of ICRMA and appointing
Nancy Jo McIntosh (staff person) to serve as the alternate member on the
Governing Board of ICRMA in the absence of the primary member, and
WHEREAS, the Amendment to Joint Exercise of Powers Agreement for
Insurance and Risk Management Purposes dated July 9, 1997, and the Risk
Management Committee By-Laws require that an elected official be appointed by
resolution to the Governing Board of the Authority, an alternate (the alternate may
be a staff member) be appointed by resolution to act in the primary member's
absence, and a substitute alternate (may be a staff person) be appointed by
resolution to act in the primary and alternate members' absence.
NOW, THEREFORE, the City Council of the City of Palm Springs, does
hereby resolve that Dana Rascon (staff person) is appointed as the substitute
alternate to serve on the ICRMA Governing Board in the absence of the primary
and alternate members.
RESOLVED, FURTHER, that the individuals designated by this Council as
the City's representative, alternate and substitute alternate to the ICRMA Governing
Board are hereby confirmed and designated as the City's delegate to the ICRMA
Governing Board for all purposes of representing the City's interests and exercising
the authority of the City with respect to the Coverage and the program and voting on
behalf of the City on all matters delegated to the Governing Board and signing such
amendments as are contemplated to be approved by the Governing Board under
the Liability Risk Coverage Agreement, and such individuals shall keep this Council
informed of such matters on a timely basis.
RESOLVED, FURTHER, that the City Clerk shall certify to the adoption of
this resolution and provide the same to ICRMA.
