RECOMMENDATION: Staff recommends that City Council approve the purchase, Using the Library's portion of the Measure Y funds, of thirty PC workstations necessary for implementation of the SIRSI client/server integrated library computer system at a unit price of $1,992.35 including tax with total price of $59,771 from Dell Computer Systems participating in the Western States Contracting Alliance cooperative purchase program. SUMMARY: The Library desires to purchase 30 13C workstations: 15 PCs to replace the staff "dumb" terminals, which have been in place since 1989, and 15 PCs to replace PCs purchased in 1998. The client/server technology used by all current circulation systems, including SIRSI Unicorn, requires staff PC workstations to run the client portion of the library software; and faster, more robust PCs for optimal performance for online public access. BACKGROUND: In May 1989 the Library purchased "dumb" terminals accessing a mainframe for the implementation of the Inlex computer system. Fifteen of these remain in use at the public service desks; but they cannot be used with current technology. In addition, the Library is using fifteen PCs, purchased in 1998, with 333 MHz processor speed and 64 MB RAM. Plans for future needs, as well as the installation of client/server technology requires, for optimal performance, PCs with memory of 512 MB RAM and 2.0 GHz processor speed at all staff and public workstations. The Library proposes to replace the fifteen "dumb" terminals and the fifteen legacy PCs with thirty state-of-the-art PCs. The price of $59,771 includes thirty flat panel monitors and CPUs. The Director of Procurement and Contracting finds that purchase of these workstations through the Western States Contracting Alliance will result in a net savings to the city as compared to the costs likely to be obtained through the city's competitive bid process.
