AMENDING AWARD OF INVITATION TO BID (IFB) NO. 01-21 FOR CCTV EQUIPMENT
RECOMMENDATION:
It is recommended that CityCouncil amend award of IFB 01-21 for CCTV Equipment to D A
Pacific of Palm Desert, CA in the amount of$38,940.23 for CCTV equipment related to the
downtown camera system-
SUMMARY.-
City Council's award of IFB 01-21 for CCTV Equipment to D A Pacific of Palm Desert (the lowest
responsive, responsible bidder) on June 13, 2001 included the purchase of a digital recorder
capable of recording signals from 16 cameras. Since the award the equipment manufacturer,
Pelco, has introduced a far superior product that will greatly assist the Police Department in
managing the stored images. The cost of the new equipment is $60,968.64, which, when netted
against the cost of the equipment to be replaced, would result in an additional cost of$38,940.23.
The entire cost will be paid from grant funds.
BACKGROUND:
In June of 2001 City Council approved the purchase of CCTV equipment for use in the downtown
camerasystem. Subsequently,in Decemberof 2001,Council approved and contract for installation
of the equipment and integration of the system controls into the Communications(Dispatch)Center
at the Police Department.
At the time the equipment bid was being prepared one of the key pieces of the overall system,the
digital recorder that captures the images from each of the 15 cameras, was so new that it had not
even been identified with a manufacturer's part number. Information available from the
manufacturer(Pelco) led the City to believe that the performance was adequate to meet the City's
requirements. The equipment captured 15 frames per second from 16 cameras and stored 7 days
worth of images. Equipment now available from Pelco is far superior to this (now)older equipment.
It has greater image storage capacity, storing 30 frames per second for 15 days, and has built-in
redundancy(continues to operate and save data upon primary hard drive failure) not available on
the earlier equipment.
Staff recommends amending the award to D A Pacific, deleting the old equipment and replacing
it with the new model digital recorder at an increased cost of$38,940.23.

Funds are available in the following account: 3201-52043, Police Grants, Local Law Enforcement
Block Grant '01-'02.

I HEREBY CERTIFY that this Minute Order, amending award of IFB 01-21 for CCTV Equipment
to D A Pacific of Palm Desert, CA in the amount of$38,940.23 for CCTV equipment related to
the downtown camera system, was adopted by the City Council of the City of Palm Springs,
California in a meeting thereof held on the 15th of May, 2002.
