ACQUISITION OF AIRCRAFT RESCUE AND FIRE FIGHTING APPARATUS
RECOMMENDATION:
It is recommended that the City Council approve the acquisition of one (1) 3,000 gallon
and two (2) 1,500 gallon Aircraft Rescue and Fire Fighting (ARFF) vehicles, which will
utilized at the Airport. The selected vendor and cost will be provided prior to action.
SUMMARY:
This action would replace the three (3) existing ARFF apparatus, which will meet new
federal specifications for this type of equipment. The replacement of these vehicles is
funded by a grant from the Federal Aviation Administration (FAA).
BACKGROUND:
As part of its on-going planning and grant application process, the Airport received
Airport Improvement Program (AIP) funds in AIP grants 32 and 33 forthe replacement
of the existing ARFF vehicles. The three (3) existing vehicles were purchased in 1997
and 1988 and are in need of replacement. An expected use of 12-15 years for ARFF
vehicles is standard at Airports throughout the United States.
Once the grant funds were received, a working group was established to develop a bid
package, taking into account federal requirements, the operating environment at the
Airport and new industrytrends.The working group consisted of representatives from the
Airport, Fire Department and the Department of Procurement & Contracting. The
specifications were also reviewed by representatives from the Department of Parks,
Recreation and Facilities prior to publication.
In addition to research of the federal requirements and the various ARFF vehicle
manufacturers, a field trip to Phoenix Sky Harbor International Airport and Tucson
International Airport was conducted in April 2001. Both of these airports have a climate
similar to Palm Springs and had recently purchased new ARFF equipment.As a result
of these visits, the working group observed the latest technology available in ARFF
vehicles and their operating characteristics, application of the federal requirements and
lessons learned as a result of the procurement process. This trip, as well as follow up
conversations, proved invaluable.
Based on new federal guidelines,which were released in February of 2002, an Invitation
for Bid (IFB) 02-05 was issued on April 23, 2002. In addition to the various procedural
and technical requirements, the IFB reflected the assurances in the AIP grant that all
three (3) vehicles be purchased in one bid, ensuring the vehicles would be purchased
from a single manufacturer. Using one manufacturer will streamline the training
requirements for Fire Department and Fleet Services maintenance personnel.

The manufacturing of ARFF vehicles is highly specialized, and the only known
manufacturers capable of meeting the requirements of the IFB and the new federal
guidelines are:
Emergency One, Inc- Ocala, Florida
KME Manufacturing - Nesquehoning, Pennyslvania
Oshkosh Truck Corporation - Oshkosh, Wisconsin
Rosenbauer-Wyoming, Minnesota
As these vehicles are based on the new federal requirements, they are significantly
larger than the existing apparatus. The increase in size necessitated the expansion of
Fire Station#2, which will be complete prior to the vehicles being delivered. In addition,
the 3,000 gallon vehicle will be equipped with an elevated waterway, which allows fire
fighting agent to be placed at the most beneficial point so as to extinguish the fire. It can
also penetrate an aircraft fuselage or engine and expel extinguishing agent inside the
cabin or engine. By waiting for the FAA to complete their new guidelines, theAirport is
able to obtain the latest technology available for ARFF apparatus.
Funding is available via Airport Improvement Program (AIP) grants 32 and 33. The
matching portion will come from the MVR fund. Specific amounts and accounts will be
provided at the June 5, 2002, meeting.
The Airport Commission was updated on the status of this item at its meeting of June 5,
2002.

Bids for the Aircraft Rescue and Fire Fighting (ARFF)apparatus, Invitation for Bid (IFB)
#02-05, AIP 32 and 33 were received on May 30, 2002:

After reviewing all of the bids, the lowest responsive, responsible bidder is Oshkosh
Truck Corporation. In accordance with the IFB and the requirements of the Federal
Aviation Administration (FAA), no Disadvantaged Business Requirements (DBE) goals
were required.
The delivery time is 300 calendar days from the date of award.
Funding for these apparatus is 90% from FAA AIP grants 32 and 33, with 10% coming
from the City's MVR fund. Funds are available in the following accounts:
415-6600-56045, AIP 32, ARFF VehicleiBuilding $504,314.42
415-6600-56046 AIP 33 $1,150,000.00
City MVR Fund $183,812.71
The Airport Commission will be updated on the status of this item at its meeting of June
