HomeMy WebLinkAbout6/5/2002 - STAFF REPORTS (9) DATE: June 5, 2002 TO: City Council FROM: Director, Department of Parks, Recreation and Facilities GRANT APPLICATION TO CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD RECOMMENDATION: That the City Council approve the submission of a grant application to the California Integrated Waste Management Board's Playground Cover Grant Program to assist in the purchase of rubberized surfacing for new playground structures at DeMuth Park. SUMMARY: In the past, the Parks and Recreation Division submitted applications to the California Integrated Waste Management Board (CIWMB) for playground cover grants to assist in the purchase of rubberized playground surfaces. The CIWMB has promoted this product in the past with funding rounds. The Parks and Recreation Division is looking to replace the play structure at DeMuth Park, so it is appropriate to seek grant funding for this project. BACKGROUND: In the past, the Parks and Recreation Division submitted applications to the California Integrated Waste Management Board for playground cover grants to assist in the purchase of rubberized playground surfaces, such as were installed in Sunrise Plaza, Ruth Hardy Park and Victoria Park.This surface material is made from recycled tires. Rubberized playground surfaces have become more common with the passage of the Americans with Disabilities Act (ADA), which requires equal access to all public facilities. The cover material provides a relatively smooth surface (it is usually somewhat "pebbly") that will allow a child in a wheelchair or otherwise challenged easier access to a playground structure than through deep sand or wood chips. The product also provides an excellent market for California's used tires, many of which would wind up in landfills, tire monofills, or illegal tire dumping sites. 1A GRANT APPLICATIONTO CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD DATE: June 5, 2002 PAGE: Two The California Integrated Waste Management Board has promoted this product in the past with funding rounds. OFTHE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AUTHORIZING SUBMISSION OF AN APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR A PLAYGROUND COVER GRANT THROUGH THE USED TIRE RECYCLING PROGRAM. WHEREAS the State of California enacted Assembly Bill 1843 (W. Brown, Chapter 974, Statutes of 1989) that provides grants to local governments, businesses and nonprofit organizations for the purpose of diverting tires from landfill disposal by fostering new business enterprises and encouraging cooperative local government programs; and WHEREAS the California Integrated Waste Management Board (CIWMB) has been delegated the responsibility for the administration of the program within the state,setting up necessary procedures governing application by local agencies, businesses and nonprofit organizations under the program; and WHEREAS procedures established by the CIWMB require the applicant to certify by resolution approval of the application before submission of application to the state; and WHEREAS the City of Palm Springs will enter into an agreement with the State of California for development of the project, NOW THEREFORE BE IT RESOLVED by the City Council ofthe City of Palm Springs as follows: Section 1. That the City is authorized to submit an application to the California Integrated Waste Management Board fora 2002/2003 Tire Recycling Grant. Section 2. That the City Manager is hereby authorized and empowered to execute, in the name of the City of Palm Springs, all necessary applications, contracts, agreements,amendments and payment requests hereto forthe purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
