HomeMy WebLinkAbout6/5/2002 - STAFF REPORTS (26) DATE: June 5, 2002 TO: City Council FROM: City Clerk COMPREHENSIVE FEE SCHEDULE RECOMMENDATION: That the Council adopt a recodified Comprehensive Fee Schedule, which provides minor updates, and incorporates all previously approved fee schedule amendments; and Rescind Resolution 19757, SUMMARY: Periodically, the fee schedule is recodified to incorporate the various changes which are approved subsequent to the last codification. It also provides an opportunity to modify, add or delete fees which are a result of a program or policy changes by the Council. The last recodification was in March 2000; to which there have been 12 amendments. BACKGROUND: The major changes to the Comprehensive Fee Schedule are as follows: BUILDING: Hourly Plan Review and Inspection Rates were increased based on calculations of present salaries of the division's personnel. CITY CLERK: Initiative filing fee of$200,00; this fee would be refunded should the petition submitted qualify for the ballot. Any amendments to an Initiative Petition would be considered a new filing with the requirement of the filing fee. PARKS & RECREATION: Facility rental fees were most impacted in the attempt to recover a higher level of the City's operating costs. Program registration fees were raised to reflect actual costs. PLANNING: This is the first increase in most fees that were established in 1994, the increases are minor and result in approximately 5%. City Clerk APPROVED City Manager 1. In those cases where the developer elects to construct the improvements, actual costs which City validates developer has incurred for design and/or construction of storm and/or drainage improvements as shown in the Master Drainage Plan, shall be credited towards the drainage fee otherwise due. In the event such costs exceed the fee otherwise due, the City will enter into an agreement to reimburse the developer for the excess cost.
