HomeMy WebLinkAbout6/5/2002 - STAFF REPORTS (28) DATE: May 31, 2002 TO: City Council FROM: Director of Procurement and Contracting AWARD TWO INFORMAL QUOTATIONS FOR CONSTRUCTION SERVICES RECOMMENDATION: That City Council award an informal bid in the amount of $18,250 to G & M Construction, Palm Springs, for site preparation and utility work for the Demuth Park Restroom Facilities; and award informal bid to G&M Construction, Palm Springs, in the amount of $13,500 for providing and installing external tile for the Demuth Park Restroom Facilities; final agreements to be in forms approved by the City Attorney. SUMMARY: Informal bids were solicited separately for providing and installing external tile and for performing site preparation and utility work relative to the new prefabricated restroom structure at Demuth Park. The scopes of work were solicited separately in an effort to expedite the project,save money and provide opportunities for local trade contractors. Additionally, it was elected not to have the restroom facility manufacturer provide and install the external tile at the factory in order to retain control of aesthetic issues, including color and texture. The structure is scheduled for delivery the week of June 24, 2002. BACKGROUND: On March 20,2002, City Council approved purchase of a custom-designed prefabricated restroom structure from Restroom Facilities Corporation of Reno, Nevada, to be installed at Demuth Park at a cost of $174,689, including tax, delivery and site replacement. The award did not include provision and installation of external tile at the factory because of concerns related to local control and review of the"look"of the structure. The award to Restroom Facilities also did not include site preparation, provision and hook-up of utilities. Restroom Facilities wanted to provide these services as well, but it was felt that this service could be better coordinated and provided less expensively utilizing a local trade contractor. The Procurement Ordinance provides for informal bidding (minimum 3 quotes)for projects of less than$25,000. Since the site work is civil work requiring a C-12 or Class A contractor's license and the tile work is architectural work requiring a C-54 or Class B license,there was a staff expectation that the low bidder would be a different contractor for each of the two scopes of work. The low bidder for both projects turned out to be G & M Construction, Palm Springs, which possesses both and "A" and "B" contractor's license. Only in projects the size and scope of the airport terminal, the convention center or the downtown parking structure has the City retained a construction manager for coordination of trades. If the two independent scopes of work must be combined into a single scope, the Director of Procurement& Contracting believes all bids should be rejected and the combined scope of work advertised in the trade journals in conformance with the Uniform Cost Accounting Act which the City adopted in the Procurement Ordinance. Another alternative would be to reject all bids and negotiate a Change Order with Restroom Facilities. The Director of Procurement & Contracting recommends individual awards to G & M Construction, Palm Springs. Funds are available from Measure Y proceeds. HAROLD E.
