AIRPORT COMPUTER.UPGRADES
RECOMMENDATION:
That the City Council approve the cooperative purchase of eleven (11) computers from
Dell,participating in the Western State Contracting Alliance(WSCA)Cooperative Purchase
Program . The total amount of purchase $24,162.00. Ninety percent of the funding
provided via an Airport Improvement Grant for the Department of Aviation (Airport).
SUMMARY:
Airport staff has received FAA approval to utilize federal funds from an existing airport
improvement program grant to purchase new computers that will be used to enhance
existing and future airport security efforts.
BACKGROUND:
As part of Airport Improvement Program (AIP) No. 26, the Airport had previously identified
the need to add new security equipment in this grant application. Subsequent to the tragic
events of 911, the Airport realized an ever increasing need to upgrade existing computer
systems which are used to enhance existing airport security efforts and future demands.
With the advent of the Transportation Security Administration and the extreme amount of
security directives being processed, electronic communication and the use of technology
to transmit this information is rapidly evolving. We have gone from an archaic fax type
system to everything being processed over the internet.
Some of the functions of these systems include but are not limited to the following uses:
tracking of airport operations logs, security inspections, aircraft incident and accident
reports; security access reports and access media information, employee background
reports; security equipment work orders; security grant program projects and funding
reimbursements; transportation security administration directives and reports; threat
assessment and response.
The Director of Procurement and Contracting, pursuant to the requirements of Section
7.09.010 of the Municipal Code, finds that utilization of the Western States Contracting
Alliance price schedule with Dell Computerto procure the proposed equipment is adequate
to protect the public interest, and the total cost of the equipment is likely to be less than
could be obtained through an independent City competitive process.

The total cost for these computer system upgrades is $24,162.00 which is 90% funded by the
Federal Aviation Administration with a 10% match coming from airport funds.

I HEREBY CERTIFY that this Minute Order, approving the cooperative purchase of
eleven (11) computers from Dell, participating in the Western State Contracting
Alliance (WSCA) Cooperative Purchase Program in the total amount of $24,162.00,
was adopted by the City Council of the City of Palm Springs, California, in a meeting
thereof held on the 191" day of June, 2002.
