O'LINN SECURITY SERVICES
RECOMMENDATION:
That the City Council approve an amendment in a form approved by the City Attorney, for a
six (6) month extension to Contract Services Agreement No. A4407 with O'Linn Security for
airport security services in an amount of $70,000 for a total amount not to exceed
$150,000.00.
SUMMARY:
Due to the tragic event of September 11, 2001, the Airport was mandated to limit vehicle
parking within 300' of the Airport Terminal, including the rental car ready lot, but was able
to get a variance from this requirement by inspecting all vehicles that enter into this lot.
BACKGROUND:
On October 3,2001, City Council approved a contract service agreement with O'linn Security
to provide additional security levels in response to the security mandates enforced by the
Transportation Security Administration (TSA) for vehicles parked within 300' of the Airport
Terminal in an amount not to exceed $80,000.00.
Due to the unique security characteristics of this lot and because of delays related to the
recommendations from the bomb blast assessments, it is has become necessary to amend
this contract to allow for an extension of this service.
The Director of Procurement and Contracting requested hourly rates from (3) three local
securityfirms. The lowest hourly rate of$11.50 per hour for regular hours(24 hours/day)and
$17.25 per hour for holidays was selected. The additional money to pay for these services
was budgeted in the Airport's FY02/03 budget, and as was previously required will be
reimbursed by the five (5) rental car agencies who utilize the ready lot.
Airport Engineers and staff are working on a re-design of the rental car ready lot which will
alleviate the need to have a security guard in place to inspect each vehicle which enters the
lot. With approval from the TSA and City Council, construction is expected to begin in late
August and may be completed as early as December 2002.
To remain in compliance with the TSA's security mandates and keep the rental car ready lot
open, an extension to the contract services agreement with

AMENDMENT# 1 TO CONTRACT SERVICES AGREEMENT#A4407 WITH
O'LINN SECURITY SERVICES, INC. FOR AIRPORT SECURITY SERVICES
THIS FIRST—AMENDMENT TO THE AGREEMENT FOR CONTRACT SERVICES
(#_A4407_herein Agreement), is made and entered into this_day of 2002, by
and between the City of Palm Springs (herein City or Owner), a municipal corporation, and O'linn
Security Services, Inc. (herein Contractor), and amends that certain Agreement # A4407 for
contract services dated October 3, 200 il, as amended, between the same parties, as follows:
EXHIBIT C, SCHEDULE OF COMPENSATION, is hereby amended to add the following:
1. SCHEDULE OF COMPENSATION
1. Remove sentence that states "This contract shall not exceed $80,000
without approval of the City of Palm Springs and replace with "This contract shall not
exceed $150,000 without the written approval of the City of Palm Springs City Council".
EXHIBIT D, SCHEDULE OF PERFORMANCE, is hereby included to add the following:

SCHEDULE OF PERFORMANCE
Provisions in Section 3.4 are amended to read as follows:
3A Term. Unless earlier terminated in accordance with Section 7.8 of this
Agreement, this Agreement shall continue in full force and effect until completion of the
services but not exceeding (2) two years from the original agreement date of October 3,
2001 hereof, except as otherwise provided in the Schedule of Performance (Exhibit "D").
