TAHQUITZ CANYON WAY TRAFFIC SIGNAL INTERCONNECT PROJECT
RECOMMENDATION:
It is recommended that the City Council award contract to DBX, Inc., in the amount
of$755,303.00 for Bid Schedule A (Bid Total#2) and Additive Bid Schedule E only,
for the Tahquitz Canyon Way Traffic Signal Interconnect Project, City Project 00-05.
SUMMARY:
Award of this contract will install traffic signal improvements along Tahquitz Canyon
Way, from Palm Canyon Drive to El Cielo Road, including interconnect and signal
timing coordination. These improvements will help improve traffic circulation within
Palm Springs, and will install the City's fifth interconnect system. The majority of this
project ($599,000) is funded through a Federally reimbursable Surface
Transportation Program (STP) grant. The remaining $156,303 is funded from local
Measure A funds.
BACKGROUND:
The City of Palm Springs received a $1.2 million Surface Transportation Program
(STP) grant in 1995 to construct traffic signal interconnect improvements along
Indian Canyon Drive and Tahquitz Canyon Way. The Indian Canyon Drive traffic
signal interconnect improvements were combined and constructed with the CVAG's
valley-wide traffic signal interconnect project, and are nearly complete.
The Tahquitz Canyon Way traffic signal interconnect improvements have been
designed by the City's consultant,Albert Grover&Associates, and on April24,2002,
Council approved and adopted the plans and specifications for this project, and
authorized advertisement for construction bids. The project consisted of various Bid
Schedules. Bid Schedule A represents the "Base Bid" and includes the necessary
traffic signal upgrades and interconnect system needed to operate the coordinated
signal timing on Tahquitz Canyon Way, between Palm Canyon Drive and El Cielo
Road.
Other Additive Bid Schedules were included that would have allowed for optional
traffic signal upgrades, such as replacement of the older marbelite traffic signal
poles, at Calle Encilia and Avenida Caballeros; the complete replacement of the old
traffic signal system at Sunset Way; and interconnect system extension to Baristo
Road at El Cielo Road (thereby allowing the interconnect of the Baristo Road traffic
signal and the new Tahquitz Canyon Way traffic signal on El Cielo Road).

On May 3 and 10, 2002, the project was advertised for bids, and at 2:00 P.M. on
May 28, 2002, the Department of Procurement and Contracting received bids from
the following contractors:

Of special note is that Bid Total #1 of Bid Schedule A included standard Caltrans
type traffic signal poles and mastarms (galvanized steel) at Tahquitz Canyon Way
and El Cielo Road. Knowing the importance of having a different, more
architecturally pleasing traffic signal at the entrance to the Airport, staff included an
option of installing "Ameron" decorative traffic signal poles and mastarms as an
alternative to the standard traffic signal poles. Ameron manufactures a type of
signal that is more distinctive, and is specified to be painted white. Bid Total #2 of
Bid Schedule A includes the cost of installing the Ameron decorative type traffic
signal at the Airport entrance as an alternative to the standard traffic signal. A photo
of this type of traffic signal is included as Attachment 1.
Of additional importance is the option to install an empty 2" conduit within the same
trench as the traffic signal interconnect system, along Tahquitz Canyon Way,
extending from Palm Canyon Drive to the Police Department Communications
Center. This conduit would be used in the future to install a fiber optic
communication system from the Downtown area to the Police Department. Bid
Schedule B includes the cost of installing the conduit for a future fiber optic
communication system.
The Engineer's estimate was$524,450 for Bid Total#1 of Bid Schedule A; $537,950
for Bid Total #2 of Bid Schedule A; $63,000 for Bid Schedule B; $62,900 for Bid
Schedule C; $46,000 for Bid Schedule D; $86,500 for Bid Schedule E; and $16,240
for Bid Schedule F; with a total of$812,590 for the basis of award (Bid Total #2 of
Bid Schedule A and Bid Schedules B through F).

In light of the fact that the optional items included in the various Bid Schedules
exceeded the Engineer's estimate, as well as the total available Federal grant funds
for this project, it is necessary to limit the award of this project to what the
Engineering Department currently has available within its budget to supplement the
Federal grant funds. In consulting with the Director of Information Technology, it was
determined that the cost to install the conduit for a future fiber optic communication
system exceeded budgeted funds. The Director of Information Technology will
assist Engineering staff in coordinating with the City's contractor for a possible
change order to install a fiber optic communication line within the interconnect
conduit.
Of the other optional items included in this project, staff determined that of most
importance is replacing the existing traffic signal at Sunset Way. This traffic signal
is among the oldest in the City, and it is advantageous to use this project as a means
of its replacement. Therefore, staff is recommending that only award of the Base
Bid (Bid Schedule A) with the alternative Ameron decorative traffic signal poles at
the Airport entrance, and Additive Bid Schedule E to replace the Sunset Way traffic
signal. Sufficient funds are available in account261-4491-50173(Tahquitz Canyon
Signal Interconnect)and in 134-4498-50173(Tahquitz Canyon Signal Interconnect).
