SCHOOL DISTRICT MAINTENANCE & OPERATIONS FACILITY - LAND RELEASE
REQUEST
RECOMMENDATION:
It is recommended that City Council approve a Resolution seeking release of land, by
the Federal Aviation Administration, for the sale of the 4.7 acre Airport parcel
currently housing the School District Operations & Maintenance Facility.
SUMMARY:
This action would authorize staff to proceed with seeking FAA release of the School
District Operations and Maintenance Facility parcel so that it might be sold to the
District.
BACKGROUND:
The Palm Springs Unified School District currently leases approximately 4.7 acres of
land from the Airport, on Alejo Road, for its Operations & Maintenance Facility. The
lease is a very old lease with a final termination year of 2010 with an annual lease
payment of$150.
The School District is interested in securing its long-term presence on the site and
understands that that must either occur through a new fair market value lease or
outright acquisition of the parcel.
As part of the Airport's current Master Planning effort, the subject of thisparcel was
evaluated by the Master Plan consultant. Specifically, the draft Master Plan states:
"There is also property leased to the School District in the west
GA area that is blocked from airfield access. This property
may be suitable for sale with the proceeds used for needed
airport improvements."
The attached map clearly illustrates that the subject property is landlocked by public
streets and other leaseholds with no access to airport taxiways.
For a sale of this property to occur, a Land Release must be obtained from the FAA.
This can be a long and arduous process. However, due to our critical need for funds
to deal with post"9/11"security mandates,staff is hopeful that expedited processing
can occur.

Under expedited processing, this item is concurrently on the Airport Commission
Agenda for July 3, 2002, and its action will be reported back to the City Council.
The attached Resolution is offered for City Council consideration. All proceeds from
any sale would go to the Airport. The estimated value is between $100,000 and
$125,000 per acre.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS SEEKING FEDERAL AVIATION
ADMINISTRATION RELEASE OF LAND FOR SALE OF
APPROXIMATELY 4.7 ACRES OF PROPERTY ALSO
KNOWN AS THE PALM SPRINGS UNIFIED SCHOOL
DISTRICT OPERATIONS & MAINTENANCE FACILITY.
WHEREAS Palm Springs International Airport is currently in the midst of a Master Planning
process for the Airport; and
WHEREAS a majorfocus of the Master Planning effort is to evaluate long-term uses ofAirport
property; and
WHEREAS the Master Planning effort has found that "There is also property leased to the
School District in the west GA area that is blocked from Airfield access. This property may
be suitable for sale with the proceeds used for needed airport improvements."; and
WHEREAS the Palm Springs Unified School District has leased the approximate 4.7 acres
of Airport property for its Operations and Maintenance Facility for over forty (40) years and
has formally asked that the Airport consider a sale of the property to the District; and
WHEREAS in its review of the Master Plan, the Airport Commission has determined that the
subject parcel is excess and available for sale subject to FAA authorization; and
WHEREAS in the aftermath of the terrorist attacks of"9/11"the Airport is struggling to fund
needed security measures and could immediately utilize the cash raised from a sale of this
subject property,
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Palm Springs does
hereby request the following:
Section 1. That the Federal Aviation Administration, under an expedited proceeding,
authorize release for sale the following described parcel (see Exhibit "A"
attached for plat):
LEASE DESCRIPTION
Beginning at the Northwest Corner of Lot Two (2) of Palm Valley Colony
Lands, in Section Thirteen (13), Township Four (4) South, Range Four (4)
East,San Bernardino Base and Meridian,as recorded in records of San Diego
County,
Thence East along the North line of said Lot 2 a distance of 144 feet to the
True Point of Beginning of the parcel herein described;
Thence continuing East along said North line of Lot 2 a distance of 636 feet,
plus or minus, to a point;
Thence South a distance of 360 feet, plus or minus, to a point;

Thence West a distance of 360 feet, plus or minus, to a point;
Thence North a distance of 360 feet,plus or minus, to the TRUE POINT OF
BEGINNING, excluding therefrom the North 40 feet, containing 4.67 acres.
Section 2: That upon receipt of said Federal Aviation Administration Instrument of
Release, the City shall obtain a fair market value appraisal of the subject
parcel, and all proceeds of the sale shall be deposited with the Airport for its
utilization in improvement of the Airport.
Section 3. That the City will also ensure that the conveyance deed contains "public right
of flight' easements above the parcel and restrictions on height of structures
on the parcel to "not more than 500 feet above sea level."
