HomeMy WebLinkAbout7/17/2002 - STAFF REPORTS (5) At DATE: JULY 17, 2002 TO: COMMUNITY REDEVELOPMENT AGENCY FROM: DIRECTOR OF PUBLIC WORKS/CITY ENGINEER AND DIRECTOR OF COMMUNITY AND ECONOMIC DEVELOPMENT INDIAN CANYON DRIVE/PALM CANYON DRIVE TWO-WAY CONVERSION RECOMMENDATION: It is recommended that the Agency approve the capital project and authorize the Executive Director to enter into a Reimbursement Agreement with the City of Palm Springs for an amount not to exceed$260,000, estimated as the Agency's share of the construction costs for the Indian Canyon Drive/Palm Canyon Drive Two-Way Conversion, City Project 02-01. SUMMARY: City Project 02-01 is proposed as the one-way/two-way changeover of Indian Canyon Drive from Granvia Valmonte to Alejo Road,with an estimated cost of$575,000. The City has budgeted $315,000 for the project, which did not include many of the Agency- requested features currently designed. Approval of this project by the Agency will allow staff to proceed with this as a City public project with Agency financial participation. Furthermore, as this project is a project with the City, approval of a reimbursement agreement between the Agency and the City is required to facilitate payment of the Agency's share of the construction costs of this project. Section 7.03.040 of the Procurement and Contracting Code requires that the City Council approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of $100,000. The City Council also needs to make findings per California Health&Safety Code Section 33421.1 that the financing of these improvements by the Agency is necessary and appropriate. BACKGROUND: Changes to the traffic circulation pattern around the Frances Stevens park (Palm Canyon Theater complex) will reduce the volume of traffic through adjacent neighborhoods and provide for better handling of traffic coming into and out of the City. Moving the one-way to two-way traffic diversion on Indian Canyon Drive from Granvia Valmonte to Alejo Road is a better location, as Alejo Road functions as a major arterial, and will direct traffic east and through the City along the City's major streets, rather than through the adjacent neighborhood along Granvia Valmonte. The one-way to two-way traffic circulation change coincides with proposed parking improvements associated with the Frances Stevens park, and sets the stage for future improvements in the general area. On March 20, 2002, Council awarded a design contract to Albert Grover and Associates. The consultant has worked quickly to complete the plans and specifications in order to allowthe City to advertise for construction bids this summerand have construction of these improvements completed by Veteran's Day. Section 7.03.040 of the newly enacted Procurement and Contracting Code requires that for public projects in excess of $100,000 Council approve and adopt the plans, specifications and working details, and authorize staff to advertise for construction bids. This project has an overall cost of approximately $575,000 and includes the following improvements: ��� Indian Canyon Drive/palm Canyon Drive Two-way Conversion July 17, 2002 Page 2 Palm Canyon Drive (from Aleio Road to Granvia Valmonte) -Several improvements are planned, and include: 1. Trafficc-stripir g and signage improvements to convert this segment of Palm Canyon Drive from one-way to two-way traffic circulation. Currently, there are three south- bound lanes with parking allowed on each side of the street;this project will create two south-bound lanes and two north-bound lanes, with parking prohibited on the west side, and parking allowed where possible on the east side, adjacent to the Frances Stevens Park. 2. Traffic signal modifications at Palm Canyon Drive and Alejo Road to facilitate the new north-bound traffic lanes. 3. Removal of the existing traffic island, and construction of a new traffic signal at Palm Canyon Drive and Granvia Valmonte to facilitate two-way traffic circulation on Granvia Valmonte between Palm Canyon Drive and Indian Canyon Drive. Indian Canyon Drive (from Aleio Road to Granvia Valmonte) Several improvements are planned, and include: 1. Construction of landscaped median islands, and traffic striping and signage improvements to convert this segment of Indian Canyon Drive from one-way to two- way traffic circulation. Currently, there are three north-bound lanes with parking allowed on the west side of the street, adjacent to the Frances Stevens Park, and parking prohibited on the east side of the street. This project will construct median islands to channel south-bound traffic east or west at Alejo Road, and create two south-bound lanes and two north-bound lanes, with parking prohibited on both sides of the street. Additionally, the existing traffic island and flashing red traffic signal at Granvia Valmonte will be removed. 2. Traffic signal modifications at Indian Canyon Drive and Alejo Road to facilitate the new south-bound traffic lanes. Granvia Valmonte (between Palm Canyon Drive and Indian Canyon Drive Improvements include narrowing of this street segment from 50 feet wide to 30 feet wide, with the north curb being removed and constructed 20 feet south; construction of sidewalk with new curb returns and curb ramps at Palm Canyon Drive and Indian Canyon Drive along the north side; and construction of 12 new diagonal parking spaces and sidewalk along the south side, adjacent to the Frances Stevens Park. The amount of $315,000 was budgeted in the City's 2002-2003 Capital Improvements Projects budget for the project. The additional $260,000 is requested from the Agency because of design issues related to the use of Frances Stevens Park and the development of the area as a cultural/festival center, as well as the parking improvements along Granvia Valmonte designed to assist the developer of the Peppertree Inn and the Palm Canyon Theatre. The Agency has budgeted the amount of $400,000 in its Merged Project Area #1 capital project budget for the year, with the eye toward assisting this project or the Catholic Church Parking Lot, the Desert Fashion Plaza, or Arenas Road Phase II. This allows another smaller capital project, such as Arenas Road, to be done as well. Indian Canyon Drive/palm Canyon Drive Two-way Conversion July 17, 2002 Page 3 This action is being brought before the Agency to be in compliance with the Procurement and Contracting Code. Following the Agency's approval of the plans and specifications, and authorization to advertise for construction bids, staff will schedule bid advertisements with a bid opening date of August 13, 2002. Subsequently, with the Agency's approval of the Reimbursement Agreement, the City will enter into a construction contract with the successful low bidder on the Agency's behalf.
