HomeMy WebLinkAbout7/17/2002 - STAFF REPORTS (7) DATE: July 17, 2002 TO: City Council FROM: Executive Director-Airports AMENDMENT #1 - VSA AIRPORTS, AIRPORT ENGINEERING SERVICES, SECURITY IMPROVEMENTS RECOMMENDATION: It is recommended that the City Council approve Amendment#1 to Agreement#A4487, with VSA Airports for Airport Engineering Services, adding additional work phases and task assignments related to necessary security improvements at the Airport; the modifications results in an additional cost of$112,000, for a revised agreement amount of$875,500. SUMMARY: This amendment would add design and construction work items and task assignments related to the reconfiguration of the northerly terminal access roadway, as well as the pending reconfiguration of the Airport's loop roadway system. These projects are continuing to be discussed with the City Council, Airport Commission and Planning Commission and are needed based on the security requirements as mandated by the Transportation Security Administration (TSA). BACKGROUND: During the selection process for a new airport engineering firm, staff elected to combine the various security projects that were anticipated at the Airport into one firm. This one firm would have the capability to perform engineering, architectural, landscaping, electrical and security type engineering services. At the conclusion of the competitive process,VSA AIRPORTS,a local Palm Springs firm, was selected as the most qualified. A Professional Services agreement was awarded by the City Council on April 24, 2002. As the reconfiguration of the northerly terminal access roadway is nearing the construction phase, this amendment would add construction management and testing to the agreement. In addition, additional work is required forthe signage program, which is essential to the safe and efficient movement of passengers and vehicles as they enter and navigate around the Airport's Loop Roadway system. The changes in task assignments and fees are shown in the attached amendment. The Airport Commission has been advised that due to time constraints that this request would move directly to the City Council. Amendment#1 - VSA AIRPORTS Agreement A4487 July 17, 2002 Page 2 Funding for the various projects will be available via a future Airport Improvement Program (AIP) grant from the Federal Aviation Administration (FAA).
