DATE: July 17, 2002 TO: City Council FROM: Executive Director-Airports NORTHERLY TERMINAL ACCESS ROADWAY SECURITY RECONFIGURATION-300'RULE IMPLEMENTATION RECOMMENDATION: It is recommended thatthe City Council approve and adopt the plans, specifications and working details,and authorize advertisement for construction bids for City Project#2006- 02, Northerly Terminal Access Roadway Security Reconfiguration at the Palm Springs International Airport. SUMMARY: Section 7.03.040 of the Procurement and Contracting Code requires that the Council approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of $100,000. Approval of this project will allow staff to proceed with this public project, with an estimated cost of $800,000. These changes are based on updated guidance from the Transportation Security Administration (TSA). BACKGROUND: In response to the events of September 111h, and the subsequent security regulations mandated by the federal government, a blast analysis of the main passenger terminal at the Airport was completed. The blast analysis, which due to the extreme confidentiality of the information contained in the report was shared with the City Council in Closed Session, identified several mitigation measures which would improve the level of blast protection for the Airport.One of these mitigation measures was the construction of a blast wall on the north end of the terminal. During the design process for the blast wall, staff received information from the Transportation Security Administration(TSA),thefederal agency responsible for aviation security, that they were discouraging the construction of blast walls. A blast wall is expensive to construct and can impact the blast protection for a structure in other ways. TSA recommended developing a method of separating the "dirty" vehicles (cars being returned by the customer), from the "clean" cars (cars which have been inspected and cleaned by the rental agency). As a result of this dialogue, the existing rental car ready/return lot is proposed to be reconfigured such that "dirty" vehicles (cars being returned by the customer)will be physically separated from the "clean"cars (cars which have been inspected and cleaned by the rental agency). Be Iseparating the lot and keeping the "dirty" vehicles farther from the passenger terminal, the recommendations contained within the blast analysis will be met. In order to accommodate this project, the Airport worked cooperatively with Signature Flight Support-andicooperatively exercised-the City's option to recapture approximately 13,000 S.F. of property from their leasehold. Even though this was the City's right to exercise this option, Signature Flight Support was supportive of this option and has worked to ensure a smooth transition during the design of this project. Northerly Terminal Access Roadway Security Reconfiguration - 300' Rule Implementation July 17, 2002 Page 2 In developing the design forthis project, progress meetings were held with the rental car companies, the Airport Commission and the City Council. Based on direction from the Council, a sub-committee was established to participate in the design of this project and provide input throughout the process. This sub-committee consisted of the Airport Commission Landside Sub-Committee, two (2) representatives from the Planning Commission and one (1) City Council member. This sub-committee proved invaluable in moving the design along quickly and being able to address the numerous design elements and user concerns. Section 7.03.040 of the newly enacted Procurement and Contracting Code requires that for public projects in excess of$100,000,the City Council approve and adopt the plans, specifications and working details, and authorize staff to advertise for construction bids. The engineer's estimate for this project is $800,000. The Airport Commission was updated on this item at it's regularly scheduled meeting of July 3, 2002. This item is scheduled for review by the Planning Commission at it's regularly scheduled meeting of July 10, 2002. In order to have this project completed by the end of the calendar year andiminimize the disruption to the Airport during the busy travel season,this item has been scheduled for advertisement of bids beginning July 18, 2002.
