INDIAN CANYON DRIVE/PALM CANYON DRIVE TWO-WAY CONVERSION
RECOMMENDATION:
It is recommended that the City Council:
1. Approve and adopt the plans, specifications and working details, and authorize
advertisement for construction bids for the Indian Canyon Drive/Palm Canyon Drive
Two-Way Conversion, City Project 02-01; and
2. Approve a ReimbursementAgreement with the Community Redevelopment Agency of
the City of Palm Springs(CRA)for an amount not to exceed$260,000 as estimated as
the Agency's share of the construction costs for the Indian Canyon Drive/Palm Canyon
Drive Two-Way Conversion, City Project 02-01
3. Authorize the City Manager to award a construction contract following solicitation of
construction bids, for an amount not to exceed $575,000, with subsequent ratification
of the construction contract bythe City Council at its next regularly scheduled meeting
following the opening of construction bids.
SUMMARY:
Section 7.03.040 of the Procurement and Contracting Code requires that Council approve
and adopt plans, specifications and working details, and authorize the bid request for all
public projects in excess of$100,000. Approval of this project will allow staff to proceed with
this City public works project, with an estimated cost of $575,000. The reimbursement
agreement provides for CRA participation in the amount of$260,000. Furthermore, in light
of the fact that the City Council is likely to postpone its regularly scheduled meetings during
the month of August, the Council's approval of a construction contract for this projectwould
not occur until the first meeting held in September. Approval to allowthe City Managerto
execute a construction contract, with subsequent ratification by 'the City Council in
September, will allow this project to move forward and have construction completed by
Veteran's Day.
BACKGROUND:
Changes to the traffic circulation pattern around the Frances Stevens park (Palm Canyon
Theater complex) will reduce the volume of traffic through adjacent neighborhoods and
provide for better handling of traffic coming into and out of the City. Moving the one-way to
two-way traffic diversion on Indian Canyon Drive from Granvia Valmonte to Alejo Road is a
better location, as Alejo Road functions as a major arterial, and will direct traffic east and
through the City along the City's major streets, rather than through the adjacent
neighborhood along Granvia Valmonte. The one-way to two-way traffic circulation change
coincides with proposed parking improvements associated with the Frances Stevens park,
and sets the stage for future improvements in the general area. 10A
On March 20, 2002, Council awarded a design contract to Albert Grover and Associates.

The consultant has worked quickly to complete the plans and specifications in order to allow
the City to advertise for construction bids this summer and have construction of these
improvements completed by Veteran's Day.
Section 7.03.040 of the newly enacted Procurement and Contracting Code requires that for
public projects in excess of$100,000 Councilapprove and adopt the plans, specifications
and working details, and authorize staff to advertise for construction bids. This project has
an overall cost of approximately $575,000 and includes the following improvements:
Palm Canyon Drive (from Aleio Road to Granvia Valmonte)
1. Traffic striping and signage improvements to convert this segment of Palm Canyon
Drive from one-way to two-way traffic circulation. Currently, there are three south-bound
lanes with parking allowed on each side of the street; this project will create two south-
bound lanes and two north-bound lanes, with parking prohibited on the west side*, and
parking allowed where possible on the east side, adjacentto the Frances Stevens Park.
*Note, it is proposed to switch parking from the south side of Alejo Road,west of Palm
Canyon Drive,to the north side of Alejo Road,adjacentto the commercial project known
as "The Corridor",so that the overall loss of adjacent on-street parking does not occur.
2. Traffic signal modifications at Palm Canyon Drive and Alejo Road to facilitate the new
north-bound traffic lanes.
3. Removal of the existing traffic island, and construction of a new traffic signal at Palm
Canyon Drive and Granvia Valmonteto facilitate two-way traffic circulation on Granvia
Valmonte between Palm Canyon Drive and Indian Canyon Drive.
Indian Canyon Drive (from Alejo Road to Granvia Valmonte)
1. Construction of landscaped median islands, and traffic striping uand signage
improvements to convert this segment of Indian Canyon Drive from one-way to two-way
traffic circulation. Currently,there are four north-bound lanes with parking allowed on the
west side of the street, adjacent to the Frances Stevens Park, and parking prohibited on
the east side of the street. This project will construct median islands to channel south-
bound traffic east or west at Alejo Road, and create two south-bound lanes and two
north-bound lanes, with parking prohibited on both sides of the street. Additionally, the
existing traffic island and flashing red traffic signal at Granvia Valmontewill be removed.
2. Traffic signal modifications at Indian Canyon Drive and Alejo Road to facilitate the new
south-bound traffic lanes.
Granvia Valmonte (between Palm Canyon Drive and Indian Canyon Drive
Improvements include narrowing of this street segment from 50 feet wide to 30 feet wide,
with the north curb being removed and constructed 20 feet south; construction of sidewalk
with new curb returns and curb ramps at Palm Canyon Drive and Indian Canyon Drive along
the north side; and construction of 12 new diagonal parking spaces and sidewalk along the
south side, adjacent to the Frances Stevens Park.
This action is being brought before Council to be in compliance with the Procuremen6nd
Contracting Code. Following Council's approval of the plans and specifi cations,i and
Indian Canyon Drive/palm Canyon Drive Two-way Conversion

authorization to advertise for construction bids,staff will schedule bid advertisements with
a bid opening date of August 13, 2002.
This project includes financial participation from the CRA. Previously, under separate
action,the Agency considered approval of the project and authorized the Executive Director
to enter into a Reim bursementAgreement with the City for the Agency's share of the project.
Pursuant to those actions being taken, the Council's concurrent approval of the
Reimbursement Agreement is necessary to complete the reimbursement process for this
project.

BE IT RESOLVED by the City Council of the City of Palm Springs as follows:
1. That the plans, specifications and working details for the Indian Canyon Drive/Palm
Canyon Drive Two-Way Conversion, City Project 02-01, are hereby approved; and
2. That advertisement for construction bids for the Indian Canyon Drive/Palm Canyon
Drive Two-Way Conversion, City Project 02-01 is hereby authorized; and
3. That the City Manager is hereby authorized to enter into a Reimbursement
Agreement with the Community Redevelopment Agency of the City of Palm Springs
for an amount not to exceed $260,000 as estimated as the Agency's share of the
construction costs for the Indian Canyon Drive/Palm Canyon Drive Two-Way
Conversion, City Project 02-01; and
4. That the City Manager is hereby authorized to award a construction contract to the
lowest responsible bidder, pursuant to law,following solicitation of construction bids,
for an amount not to exceed $575,000, with subsequent ratification of the
construction contract by the City Council at its next regularly scheduled meeting

33421.1 OF THE CALIFORNIA HEALTH & SAFETY CODE
RELATING TO THE FINANCING OF CERTAIN ROAD
IMPROVEMENTS BY THE COMMUNITY REDEVELOPMENT
AGENCY TO EFFECTUATE THE REDEVELOPMENT PLAN IN
THE FORMER NORTH PALM CANYON REDEVELOPMENT
PROJECT AREA (MERGED PROJECT AREA#1)

WHEREAS, the City Council of the City of Palm Springs, adopted Ordinance No. 1227 on
September 19, 1984, approving and adopting the Redevelopment Plan for the North Palm
Canyon Redevelopment Project which 1984 Redevelopment Plan identified a redevelopment
project area (the 'Project Area"); and
WHEREAS, the 1984 Redevelopment Plan was amended by Ordinance No. 1498, adopted on
December 21, 1994 (hereinafter, the 1994 Plan Amendment), by Ordinance No. 1576 on
December 15, 1999, and by Ordinance No. 1584, on May 31, 2000; and
WHEREAS, the Redevelopment Plan for the Project Area states that the Agency is authorized
to install and construct, or to cause to be installed and constructed, within or without the
Project Area, for itself or for any public body or entity, for the benefit of the Project Area, public
improvements and public utilities, including, but not limited to, street and alley improvements
and bridges. (§324); and
WHEREAS the Community Redevelopment Agency has approved, by resolution, the
construction of certain street improvements in the Project Area on North Indian Canyon Drive,
Granvia Valmonte, North Palm Canyon Drive, and Alejo Road, as furthering the purposes of
the Redevelopment and allowed under Section 324 of the Redevelopment Plan; and
WHEREAS the Community Redevelopment Agency and the City of Palm Springs have
approved a Reimbursement Agreement that provides for the payment for the construction of
those improvements; and
WHEREAS the California Health & Safety Code Section 33421.1 requires that the legislative
body make a finding that the provision of public improvements such as streets, sidewalks,
utilities, or other public improvements which an owner or operator of the site would otherwise
be obliged to provide is necessary to effectuate the purposes of the Redevelopment Plan.

NOW THEREFORE, it is hereby resolved that the City of Palm Springs, California, does
hereby give its consent and find that the provision of such improvements, including the
financing of the installation of public improvements with tax increment funds are necessary to
effectuate the purposes of the Redevelopment Plan.
