APPROVE CALTRANS SUPPLEMENTAGREEMENT NO.010-M FORTAHQUITZ-CANYON
WAY TRAFFIC SIGNAL INTERCONNECT USING FEDERAL STP GRANT FUNDING
RECOMMENDATION:
it is recommended that the City Council approve Caltrans Supplement Agreement No.010-M,
(to Master Agreement No. A1459) in the amount of $716,000 ($599,000 Federal), for the
Tahquitz Canyon Way Traffic Signal Interconnect Project using Federal STP grant funds,
State Project No. STPLG-5282 (012); City Project No.2000-05.
SUMMARY:
The most recent Agency-State MasterAgreement No. 08-5282 for Federal Aid was executed
on March 18, 1998 (City Agreement No. A1459) and Program Supplement Agreement No.
010-M to that MasterAgreement authorizes the federal grant reimbursement from Caltrans
upon completion of the Tahquitz Canyon Way Traffic Signal Interconnect Project.
BACKGROUND:
In 1995 the Riverside County Transportation Commission (RCTC) approved the City's grant
application for$1.2 million in federal Surface Transportation Plan(STP)fundsto interconnect
the traffic signals on two Palm Springs thoroughfares: 1. Indian Canyon Drive and 2.Tahquitz
Canyon Way. The Indian Canyon Way project became combined with CVAG's valley-wide
regional roads signal interconnect project and Caltrans recommended that the Tahquitz
Canyon Way project be separated as a stand alone STP project. The City then assigned
Project No. 2000-05 for the Tahquitz project. On June 7, 2000 City Council approved a
consulting contract with Albert Grover&Associates in the amount of$66,000 todesign the
project(MO 6627,Agreement A4230). On June 19, 2002 City Council awarded the Tahquitz
Canyon Signal Interconnect construction contract to DBX Inc. in the amount of$755,303.The
low bid by DBX Inc. exceeded the original $716,000 grant cost estimate, but the increase in
cost is being covered by Local Measure A funds requested from the Riverside County
Transportation Commission (RCTC). No City General Funds are required for the project.
Accounts 26 1-449 1-50 1 73 ($599,000 federal portion) and 134-4498-50173 ($156,303 local
Measure A Match) will cover the Tahquitz Canyon Signal Interconnect construction costs.

This Program Supplement is hereby incorporated into the Agency-State Agreement for Federal Aid which was entered into between
the Agency and the State on 03/18/98 and is subject to all the terns and conditions thereof This Program Supplement is adopted in
accordance with Article I of the aforementioned Master Agreement under authority of Resolution No.
approved by the Agency on (See copy attached).
The Agency further stipulates that as a condition to payment of funds obligated to this project,it accepts and will comply with the
covenants or remarks setforth on the following pages.

on the 31st day of July, 2002.
