PALM SPRINGS ROCKTOBERFEST—A 50'S ROCK `N ROLL MUSIC
FESTIVAL
RECOMMENDATION:
That City Council considers adopting a resolution suspending
certain regulatory ordinances to allow for the 2002 Palm Springs
Rocktoberfest to occur October 10-12, 2002
SUMMARY:
At the July 24, 2002 Study Session, Council directed this item to be
considered on the July 31, 2002 agenda.
BACKGROUND:
The Palm Springs Bureau of Tourism has asked the City of Palm
Springs to recognize Palm Springs Rocktoberfest as an official
event. Partnering in this event is Morris Desert Media and the
Musicians Outlet. The purpose of this event is to generate
business for our hotels, restaurants and retailers. It will be
promoted worldwide. To date, the Palm Springs Bureau of Tourism
has already received over $235,000 worth of in-kind donations for
the music festival. Attached is the resolution for the City Council's
consideration.

RESOLUTION NO.
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA
TEMPORARILY SUSPENDING CERTAIN REGULATORY ORDINANCES
TO FACILITATE THE 2002 PALM SPRINGS ROCKTOBERFEST WEEKEND.
WHEREAS The City of Palm Springs designated the Palm Springs Rocktoberfest
Weekend as a City-sponsored event; and
WHEREAS the City Council desires to facilitate the staging of the City-sponsored
event to maximize revenue production; and
WHEREAS the City Council finds that certain regulatory ordinances, which are
generally deemed desirable and necessary, may, nonetheless, impede the
conduct of special events; and
WHEREAS the City Council finds that in holding special events, the public
interest and the benefits derived therefrom outweigh the temporary public
inconvenience; and
WHEREAS the City Council has enacted Ordinance #1310 authorizing temporary
suspension of regulatory ordinances,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm
Springs, California, as follows:
Section 1. A. That the Palm Springs Rocktoberfest Weekend is a special
event beneficial to the community and its visitor-oriented
economy.
B. That the dates of the 2002 Palm Springs Rocktoberfest are
from October 10-12.
C. The Palm Springs Bureau of Tourism is the event promoter,
along with their construction and concession personnel and
staff.
D. That the venue of the Palm Springs Rocktoberfest Weekend
is Palm Canyon Drive in the Central Business District.
Section 2. That the following ordinances are hereby temporarily suspended
for the special event designated in Section 1 above: Sign _
Ordinance, Zoning Ordinance, and Noise Ordinance. E�
Section 3. That the regulatory ordinances designated in Section 2 above shall
remain in full force and effect except as to the event dates and
persons or organizations as designated in Section 1 above.

OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA,AMENDING THE BUDGET FOR THE 2002-03
FISCAL YEAR.
WHEREAS Resolution 20357 approving the budget forthe fiscal year2002-03 was adopted
on June 5, 2002; and
WHEREAS the City Manager has recommended, and the City Council desires to approve,
certain amendments to said budget;
NOW THEREFORE BE IT RESOLVED that the Director of Finance is authorized to record
inter-fund cash transfers as required in accordance with this Resolution, and that Resolution
20357, adopting the budget for the 2002-03 fiscal year is hereby amended as follows:
